JOB DESCRIPTION:
Purchasing Manager
Reporting to the Director of Procurement of Arrow Off-Road, the
Arrow Purchasing Manager is responsible for optimizing the purchasing processes across the sites through driving KPI's and forward-thinking strategic initiatives.
They will build and lead highly effective local teams and have responsibility for both long term and day to day operations of the purchasing function.
They will take a lead role in interfacing with our strategic suppliers and building positive relationships with both internal and external customers.
They will provide effective and engaging leadership to set priorities with team members and will proactively take initiative to execute new ideas and strategies that complement the organization's vision to maximize safety, quality, on time delivery, inventory reduction and continuous improvement.
Due to the nature of the business, off hour calls might be required. Individual must be capable of working out of each facility located in Guelph, Cambridge, Woodstock, and Stratford.Reports To:
Director of Procurement Arrow Off-Road Division

Responsibilities include, but not limited to:
- Build strong purchasing talent within the facilities through influential leadership and functional development.
- Lead strategic initiatives for purchasing across the facilities (material cost reductions, supplier consolidation, material management optimization from suppliers and supplier Non conformances, etc )
- Must have a high degree of collaboration and communication with Engineering, production/operations, Finance, Manufacturing, and Quality.
- Implement a framework for best practices in purchasing.
- Organized, selfmotivated team player, able to work well under pressure.
- Align processes with best practices among the various facilities.
- Support objectives related to the supply chain function (inventory turns, inventory level, material planning, contract, and sourcing compliance)
- Accountable for purchasing budget and project deliverables; secure and allocate appropriate resources to meet goals and achieve financial objectives.
- Drive continuous improvement activities within the purchasing function to develop successful performance platforms.
- Responsible for Key Performance Indicators (KPI's) related to Purchasing (Direct Material Spend % to Revenue, Material Profitability (PPV), Inventory Turns, Excess and Obsolete, Contract Compliance & Sourcing Compliance)
- Responsible for managing Request for Proposal/Request for Quote process for material and or outsourcing requisitions.
- Negotiate with suppliers to support purchasing goals of lowest possible total cost balanced against optimum quality, scheduling needs and on time delivery.
- Maintain data within the ERP System: Visual Manufacturing
- Develop, implement, and educate employees on organizational policies and procedures as they relate to the supply chain process as well as help articulate as a leader in the organization.
- Create, and manage creation of SWI's within the department to accurately document the purchasing processes.
- Report and monitor market conditions and trends on key commodities related to business cost drivers.
Qualifications
- Bachelor's Degree in Supply Chain Management or minimum 10 years Supply Chain / Materials Management experience
- Completion of Post-Secondary degree in Supply Chain Management and/or CPIM/CSCMP
- Minimum of 10 years of practical industry experience in a multilocation environment
- Complex manufacturing setting an asset
- Minimum of 5 years leadership experience
