The branches of Employee Experience Division include Health, Wellness and Safety; People and Culture; and Learning and Development; these branches work collaboratively to achieve the objectives of the Employee Experience Division.
The purpose of the Learning and Development Branch is to build and sustain an organization where all employees are presented with opportunities for growth, learning and leading throughout their career journey.
Conditions of Employment:

Qualifications:
Essential:
- Certificate or degree in adult education or in a related field, or an equivalent combination of education, training and experience may be considered.
- Knowledge of adult learning theory and practice, including: needs assessment, program and curriculum design and development, instructional design, facilitation and instruction, and evaluation.
- Experience in consulting, training, facilitation and coaching skills and act as a resource to both individuals and organizations on best practices for learning and development.
- Excellent collaboration skills with the ability to actively contribute to team processes and effectiveness as well as work cooperatively with others by willingly stepping forward to assist coworkers, contribute to team efforts and group projects.
- Strong change management skills and knowledge to ensure that learning and development programming incorporates sound change management practice.
- Demonstrated project management skills and tools to lead and manage course and program development projects, manage competing urgencies and multiple projects of varying complexity.
- Strong verbal communication skills with the ability to engage and build relationships with senior leaders across the organization.
- Strong written communication skills with the ability to prepare materials for senior management.
- Strong interpersonal skills with the ability to exercise political acumen develop and maintain positive working relationships and inspire change with a focus on Indigenous Stakeholders and organizations.
Desired:
- Knowledge of policy writing for government.
Duties:
Learning & Development is responsible for the development and implementation of services, programs, initiatives and policies in support of learning, leadership, and organizational development priorities across core government, and championing a learning culture across Manitoba's public service.
Learning & Development Consultants are accountable to promote a learning culture in Manitoba's Public Service by building individual and organizational capacity through learning and development opportunities.
Learning & Development Consultants perform a critical role in strengthening the knowledge and skills of public servants to transform the public service culture, advance reconciliation and deliver on government's commitments to Manitobans.
