Major responsibilities:


  • Provides input into the development of City and Divisional occupational health and safety policies, programs, procedures, and positions on OHSA regulatory issues, templates/forms for frontline staff, manuals, and the strategic direction of Occupational Health and Safety and drinking water quality management systems.
  • Provides guidance and technical support on health and safety regulatory inspections, interprets regulatory requirements (legislation, orders, Certificate(s) of Approval), and liaises with regulators (i.e., Ministry of Labour, Immigration, Training, and Skills Development, TSSA, ESA, etc.), as required,
  • Provides and/or supports training of Toronto Water management and frontline staff regarding their health and safety compliance, emergency preparedness & response and due diligence responsibilities.
  • Plans audits, reviews preaudit material, prepares audit protocols, conducts selfassessments and peer audits, prepares internal audit reports and documents findings, identifies deficiencies, and makes recommendations on areas of improvement to the Quality Management System (QMS) and related programs, operations, procedures, and practices.
  • Prepares analytical reports including regular reports on compliance issues and performance, internal audit reports, risk management plans, and ad hoc management requests.
  • Provides input on the development, implementation, and timely maintenance of identified indices or standards against which divisional and program performance can be measured. Advises management where frontline staff may be endangering themselves, others, or the environment.
  • Identifies compliance and related performance issues for division management, including making recommendations for corrective actions.
  • Provides emergency or incident (critical incident/ spills) response in the form of:
  • emergency response planning and testing;
- root cause investigations;
- assessment of compliance and recommendations on a course of action to bring about compliance;
- liaising with regulators as appropriate;
- supporting implementation of recommended compliance plans;
- and other emergency needs as may be requested by site management or as required as part of emergency response plans.

  • Identifies and regularly reports to the EH&S Compliance team on emerging compliance, operational and environment, and quality system issues to ensure coordinated communication and management throughout the division.
  • Establishes and maintains professional and constructive relationships with peers, City staff and management, MLITSD, TSSA, ESA, applicable regulatory bodies, and other key stakeholders.
  • Promotes a risk management culture, utilizing standardized risk identification and ranking tools and promoting a consistent approach to risk management.
  • Actively exchanges and shares knowledge and experience with peers and all Toronto Water staff.
  • Actively promotes and builds a positive safety culture among management, employees, and contractors.
  • Performs other related duties as assigned.

Key qualifications:

as this is a developmental position, key qualifications may not be the same as for an Environmental H & S Field Representative position)_


  • Postsecondary degree or diploma in an Occupational Health & Safety related discipline required (or equivalent combination of education and experience).
  • Considerable experience in environmental health and safety compliance related role(s) in an industrial setting (i.e., Implementing environmental health and safety programs including but not limited to management of hazardous waste, spill response, contractor orientation, audits and inspections, compiling and analyzing environmental performance metrics and control measures).
  • Experience with ISO 45001 and Hazard Analysis and Critical Control Points (HACCP) standards, DWQMS and/or similar management systems.
  • Experience assessing health and safety compliance, developing audit reports and recommending action plans to achieve compliance with applicable environmental, health and safety legislation and City policies, programs and procedures.
  • Experience managing multiple complex projects and priorities.
  • Possession of, and the ability to maintain, a valid Province of Ontario class "G" driver's licence.
  • Daily access to a personal vehicle for site visits, as required.
  • Sound knowledge of Occupational Health and Safety legislation and associated Act, regulations, policies, procedures, guidelines, and other applicable statutes.
