The supply chain department is responsible for performing specific supply chain activities supporting the purchase and delivery of clinical and non-clinical products and services to Unity Health Toronto programs and/or service areas.


Duties & Responsibilities:


  • Manages the process for procuring goods and services within their assigned portfolio;
  • Prepares an appropriate project charter that will serve as a guide for the project and staff throughout the life cycle of the project;
  • Maintains accountability for preparing a detailed project plan with key milestones for each initiative;
  • Procures goods and services required by Unity Health Toronto, in compliance with the Broader Public Sector Procurement Directive, government Interim Measures, applicable trade agreements and Unity Health Toronto policies, with due considerations for quality, safety, accessibility, availability, price, service and efficiency;
  • Coordinates procurements in partnership with end user departments and procurement plans;
  • Monitors and reports on a monthly basis procurement noncompliance issues with a goal of safeguarding Unity Health Toronto¿s interests;
  • Reviews assigned categories and identifying opportunities for procurement efficiency savings and aggregates spending across Unity Health Toronto;
  • Manages and retains accurate and complete procurement records/documentation, ensuring appropriate transparency of work through the structuring of documents/file and timely maintenance of up to date legal and other correspondence;
  • Advises end user departments of procurement policy and procedures to ensure their understanding/compliance;
  • Works in partnership with Group Purchasing Organizations, Shared Service Organizations and other buying groups to obtain economies of scale in collaborative procurement;
  • Negotiates, executes and manages smaller scale contracts, in conjunction with internal and external stakeholders to leverage
  • Leads procurement processes to source goods and services based on end user requirements with due consideration for quality, safety, accessibility, availability, price, and service
  • Develops tender documents and manages cost and vendor qualification evaluation processes
  • Posts and issues documents to suppliers, via electronic tendering;
  • Acts as a key resource for Managers, utilizing supply chain knowledge to provide responses in a manner that is easily understood by all parties;
  • Manages contract extensions/amendments to closing dates, addendum and contract award notifications;
  • Receives, opens and validates bid submissions;
  • Facilitates evaluation team kickoff and distributes bids to the evaluation team, acting as a resource for questions and problem resolution;
  • Evaluates matrices and committees¿ performance, taking appropriate action, within scope of authority to address performance issues;
  • Attends work group meetings, coordinates trials/evaluations and implements recommendations, in consultation with internal customers;
  • Prepares and negotiates contracts for assigned commodities;
  • Performs contracts lifecycle management, utilizing supply chain knowledge/experience to realize cost savings for Unity Health Toronto;
  • Crafts proponent letters and debriefings, ensuring relevant/appropriate information are fully reflected;
  • Prepares Contract Summary documentation for stakeholders to sign off on, utilizing supply chain knowledge to respond to questions to facilitate decision making prior to presenting the final agreed upon contract for signature(s).
  • Escalating issues that will delay and/or negatively impact a procurement project,
  • Maintains accountability for leading and managing communication with stakeholders on all sourcing initiatives, communication on preparing project charter and project plan for each initiative, etc.;
  • Takes the lead on the effective resolution of supplier and contract performance issues, liaising directly with internal and/or external parties to discuss the situation and bringing forth a timely resolution to situation on hand;
  • Maintains a portfolio of contracts and suppliers, gaining understanding of their portfolio and utilizing contract and supplier relationship methodology, procedures and systems to facilitate optimal relationship/cost savings for Unity Health Toronto;
