POSITION PURPOSE


Reporting to the Vice President, Project Implementation is responsible for leading, managing and coordinating large scale, complex, multi-year strategic projects and programs, and multi-disciplinary project teams associated with the implementation of the Vivanext program or York Region Rapid Transit System; developing and overseeing project agreements and deliverables, project schedules, resourcing, budgets, project costs and administration within the context of the delivery model; supporting the formulation of strategic work plans and requests for proposals to fulfill the business plan; formulating and assisting in the preparation of annual budgets and senior government funding agreements; providing liaison and coordination with other governments, Regional Departments and municipalities, and other stakeholders as required.


MAJOR RESPONSIBILITIES

  • Supports the Vice President of the functional group and acts as YRRTC's representative for the delivery of projects.
  • Manages large, sensitive and complex projects, including Environmental Assessments, design, construction, and commissioning to ensure compliance with the Corporation's requirements, timing and budget.
  • Leads a multidisciplinary project team and manages external consultant resources, including sourcing, tendering processes and contracts related to projects and ensures conformance to guidelines and quality standards.
  • Participates in the formation of business and strategic plans within functional area.
  • Assists the Vice President in business planning, preparing budgets and reviewing and monitoring expenditures.
  • Monitors consultant assignments and expenditures against contract or budget for projects of significant value or impact.
  • Attends and leads internal progress and monitoring meetings, as required; provides input and review of public transit plans and designs being undertaken on behalf of the corporation in keeping with the goals, plans and objectives of YRRTC.
  • Analyzes and makes recommendations on issues associated with improvements to the business processes and methods.
  • Oversees and provides strategic level input to planning studies, service plans and procurement strategies, as undertaken by the Region, YRT and YRRTC.
  • Ensures YRRTC's and the Region's interests are protected in contracts and arrangements with private and public sector parties to transit initiatives.
  • Identifies and manages the implementation of process improvements for this project.
  • Prepares briefing notes and reports on projects for YRRTC, Committees and Council.
  • Makes presentations to elected officials, senior management, stakeholders, public and external agencies.
  • Supervises staff, including recruitment, selection, hiring, assigning work, determining training and development needs, conducting performance appraisals and determining and recommending disciplinary action up to and including dismissal in accordance with Regional policies and practices.
  • Conducts special projects/studies, as assigned.
  • Performs other duties as assigned, in accordance with corporate and Regional objectives.

QUALIFICATIONS

  • Successful completion of a related University Degree or approved equivalent combination of education and experience.
  • Project Management Professional (PMP) or demonstrated equivalent experience with project design and management practices and principles.
  • Minimum five (5) years directly related experience and demonstrated supervisory or leadership experience.
  • Previous project management experience in senior level municipal, regional or provincial government organization.
  • Valid Ontario Class "G" driver's license and reliable vehicle for use on corporate business.
  • Knowledge of strategic planning principles, concepts, practices, and methods.
  • Understanding of public administration requirements and related legislation.
  • Knowledge of transit systems, roads planning and design standards.
  • Leadership competencies including operating strategically, leveraging diversity and differences, customer focused, ensuring accountability, managing complex problems, financial management, employing interactive and effective communication, fostering collaborative relationships, cultivating engagement to drive vision and purpose, managing and developing talent, establishing and maintaining trust, displaying selfawareness, and demonstrating resiliency.
  • Ability to identify issues, challenges and opportunities and propose solutions.
  • Ability to negotiate/facilitate, build consensus and present information to varied audiences.
  • Ability to work outside regular business hours, as required.
