Job Purpose

Supervises maintenance projects and the day-to-day maintenance operations for Durham District School Board's (DDSB) facilities (owned and leased).

Directs all maintenance activities, in support of the organization's strategic objectives and in compliance with relevant regulation and legislative standards, along with Ministry directives, while ensuring that staff, students, and the public are provided with a safe and functional environment.

Manages Maintenance Employees.

Accountabilities


SUPERVISE THE MAINTENANCE TEAM:
Lead the team by providing guidance as required. Manage internal, external, and union employees to ensure adherence to budget, timelines, and requirements. Provide mentoring, coaching, and discipline as required. Identify any potential obstacles and reassign workload as necessary. Organize, plan and schedule staffing requirements, as well as interview and select new hires (internal and external contractors). Manage the contractor process, including the prequalification process, negotiation process, hiring contractors, and approving payments.


UNION/ LABOR ISSUES:
Manage the union staff in compliance with the Collective Agreement.

Manage the following activities in compliance with the Collective Agreement:

filling vacancies, staff transfers, approval of vacation requests, timesheets, performance concerns, disciplinary action, leaves of absence, return to work, workload management and termination.

Ensure that union staff are provided with training to complete their duties successfully.


SUPERVISE MAINTENANCE OPERATIONS:
Supervise the maintenance and repair of facilities.

Review and analyze maintenance requests to prioritize and operate within the assigned budgets, including the management of unforeseen, major emergency costs.

Manage the overall workflow of maintenance operations by conducting technical analysis and making critical decisions to determine priorities and work.

Determine the materials and services required, and partner with the purchasing team to procure the materials and services in a secure, efficient, and cost-effective manner, in compliance with DDSB policies, Ministry requirements, and various legislative regulations.

Work directly with suppliers and contractors to ensure the quality and requirements of services and materials are in compliance with DDSB standards.


PROJECT MANAGEMENT OF MAINTENANCE PROJECTS:

Monitor progress and develop reports to ensure project plans (timelines, budgets) are met successfully, in compliance with DDSB policies, Ministry requirements, and various legislative regulations.

Report project progress to various internal and external stakeholders on an on-going basis. Identify current and future project issues and lead the development of solutions.

Review, authorize and negotiate all aspects of change requests and contracts, including change orders, progress drawings, and contractor/ supplier invoices.

Ensure all project documentation is kept up-to-date. Work with external technical resources, such as architects and engineers, to ensure the successful delivery of projects. Partner with the Purchasing department to manage aspects of the tendering process, including the preparation of the tender document. Manage and oversee the end-to-end of small maintenance projects and of life/ safety inspections, i.e. project plan (timelines, scope, budget), design, procurement, maintenance, completion, and approval from various authorities.


INTERNAL PARTNERSHIP:

Provide and recommend maintenance activities to various DDSB Departments based on technical expertise, to ensure maintenance and accessibility requirements are completed in a secure, efficient, and cost-effective manner, in compliance with DDSB policies, Ministry requirements, and various legislative regulations.

Partner with other Facilities Services teams to provide technical support related to maintenance.


WORK ORDER ADMINISTRATION:
Manage the workflow of maintenance requests through the work order system.

Create work orders, assign work orders to maintenance or custodial staff as required, monitor the progress of outstanding work orders, and review completed work orders.

Review and analyze the resources (time, materials) charged to complete the work orders.

Education


Completion of a college diploma in a technical, related field or combination of education, training and experience deemed to be equivalent.


The Maintenance Supervisor must be a member/have a certificate from OACETT (Ontario Association of Certified Engineering Technicians and Technologists) or have a Certificate of Qualification.

Experience

Five years experience working in Maintenance or Construction.

Two years experience budgeting and operations.

Five years experience supervising staff preferred.

Two years experience budgeting and procurement preferred.

Knowledge and Skills

Supervisory skills including a demonstrated ability to effectively motivate and lead union and non-union staff.
