What to expect in this role

Reporting to the Manager, Information Management, you will:

  • Work within a team of information management specialists to develop and maintain models for the operation of the provincial register of electors; this includes the integration of external providers and consumers into a processing chain to maintain information about electors, addresses, properties and buildings, a repository of geographical and administrative spatial assets, multi-channel elector registration, product ordering, distribution, and tracking.
  • Contribute to the implementation of an information quality framework governing the register of electors and associated products and services for provincial and municipal elections, including business intelligence and data visualization.
  • Together with the Senior Information Analyst, identify, develop, evaluate, and operationalize statistical models to inform tactical and strategic decision making regarding the maintenance of the register of electors.
  • Develop new and modify existing data matching algorithms, data processing business rules, and strategies to be used during the bulk loads, elector registrations, regular register maintenance, and APIbased integration with internal or external systems.
  • Develop and track key quality metrics and performance indicators for evaluating the quality of information maintained in the provincial register and/or disseminated as list and geographical products and services to provincial and municipal stakeholders.
  • Contribute to the development and maintenance of operational policies, procedures, and standards relating to data collection, transformation, analysis, reporting, and extraction for product and service fulfilment.
  • Develop register estimates, analyses, and reports for the Manager to support strategic planning and policy development. Conduct periodic data analyses to monitor data patterns, data models and obtain data from internal and external data sources.
  • Recommend changes and improvements to source data file formats and content, in conjunction with Elections Ontario's data partners and suppliers, and recommends preprocessing, validation, filtering and correction of source data files before making updates to the register.

What you need to qualify

  • Bachelor's degree in Data Science, Computer Science, Statistical Sciences, Applied Math, Information Systems, or related field.
  • 3+ years' professional experience with information modelling, data analysis, data matching, and data integration.
  • Knowledge of GIS tools (i.e., ESRI ArcGIS, FME Desktop) considered an asset.
  • Functional handson proficiency with SQL, T-SQL (or PL/SQL).
  • Ability to find solutions to data and analytical problems, to develop and implement frameworks for generating and communicating operational and business insights. Attention to detail, high aptitude for problem solving with a natural interest in understanding and explaining data and information quality.
  • Excellent interpersonal and communication skills to prepare and disseminate reports, extracts and related documentation, collaborate with staff from other divisions, provide advice and information to internal and external stakeholders.
  • Good understanding of the software development life cycle, including business requirements gathering, analysis, solution design, configuration, development support, testing, and user support. Experience with Jira considered an asset.
  • Passion for learning and knowledge sharing in order to work effectively within a cohesive team of information, GIS, and Data Analysts.
  • Must be legally entitled to work in Canada.
