About SEIU-West

SEIU‑West is a member‑driven health care union representing over 13,000 workers across Saskatchewan in health care and related sectors. Guided by a strong Constitution and Code of Ethics, SEIU‑West works to promote fair workplaces, equity, and social justice for its members and communities.

About the role

Reporting to the President and working as a member of the senior leadership team, the Employment Relations Manager provides internal human resources and employee relations leadership for SEIU‑West's staff group of approximately 50 employees. The role focuses on HR policies and processes, staff recruitment and onboarding, internal employee relations and investigations, disability and attendance management, and ensuring that staff employment practices are consistent with Saskatchewan legislation, the staff collective agreement, and SEIU‑West's values in a unionized workplace.

This position is dedicated to internal staff HR and employee relations. It does not carry responsibility for external collective bargaining or member‑employer labour relations.

Key responsibilities

In collaboration with the President and Directors, the Employment Relations Manager will:

HR policies and processes:

Lead the maintenance and continuous improvement of staff HR policies, procedures, and job descriptions to ensure relevance, consistency, and compliance with legislation, the staff collective agreement, and organizational standards.
Provide advice and guidance to the President and Directors on implementing employer policies, workplace expectations, and staff HR processes.

Staff recruitment and onboarding:

Provide advice, assistance, and guidance in staff recruitment and selection, including job design, postings, screening, interview processes, and offers.
Develop and maintain practical onboarding and orientation processes that help new staff integrate effectively into SEIU‑West.

Internal employee relations (staff‑side):

Provide advice, coaching, and support to Directors in addressing staff performance, conduct issues, complaints, and internal grievances, in alignment with the staff collective agreement and applicable legislation.

Lead internal workplace investigations related to staff (e.g., harassment, respect and dignity, conflict), including documentation and recommendations.
Provide guidance on interpreting and applying staff collective agreement language as it relates to internal HR practices.

Disability, accommodation, and attendance:

Lead and administer staff disability management processes, including Canada Life STD/LTD and WCB, in accordance with SEIU‑West policies and program requirements.
Provide advice, assistance, and guidance on attendance management and accommodation processes, consistent with human rights and occupational health and safety obligations.

Compliance and advisory support:

Monitor and advise on compliance of staff HR practices with Saskatchewan Employment Act, human rights legislation, and occupational health and safety laws.
Provide HR advice, research, and options to the senior leadership team to support consistent, best‑practice approaches to internal HR issues.
Contribute to the development and use of appropriate HR tools and systems to support accurate and confidential HR record‑keeping.

Qualifications

University degree or diploma in Human Resources or a related discipline, or an equivalent combination of education and recent experience that supports exemplary performance.
Professional HR designation (e.g., CPHR/CHRP) is considered an asset.
Minimum of three (3) years of recent, relevant HR experience in a unionized employment environment, including:
Building and implementing HR policies and programs related to talent acquisition, development, retention, and workplace culture.
Advising and supporting leaders in addressing workplace conflict, inappropriate conduct, staff concerns, and grievances.
Interpreting and applying collective agreement language in day‑to‑day HR practice.
Demonstrated knowledge of the Saskatchewan Employment Act, human rights legislation, and occupational health and safety laws.
Valid driver's license and reliable vehicle (travel within Saskatchewan may be required).

Knowledge, skills, and abilities:

Ability to work co‑operatively and collaboratively with SEIU‑West officers, Directors, and staff, exercising sound judgement, discretion, and initiative.
Demonstrated experience providing mentorship and coaching on HR and employee relations matters.
Strong understanding of HR systems and technology, with the ability to apply technology to improve day‑to‑day HR processes.
Proven experience in staff recruitment, managing employee relations, disability/attendance management, and workplace investigations in a unionized setting.
Excellent interpersonal, communication, and relationship‑building skills; able to inspire trust and confidence.
Strong organizational skills and the ability to manage competing priorities in a fast‑paced environment.
Excellent problem‑solving, analytical, written, and oral communication skills.
