    Who you are

    You hold a master's degree in Adult Education, Human Resources, Business, Health Services Administration or equivalent combination of education, training, and experience. You have worked in training, learning and/or leadership development for a minimum of 10 years in addition to 5 years' related experience at a Director/Manager level. You have experience in formulating strategy, driving change, and delivering results across cross-functional teams.

    Written and spoken competence in English is required at an advanced level.

    What you will do

  • Develop and execute strategic plans and operational plans related to orientation programs, mandatory education, continuing education, second official language training programs, leadership development programs, organization performance development program, succession planning and library services.
  • Serve as a strategic business partner, advisor, and leader to influence all levels of the organization by providing and executing responsive learning and development solutions.
  • Recommend strategies to ensure continuous improvement in talent and organizational development across the organization and align organizational development programs with business strategies.
  • Partner with internal and external stakeholders to design, implement and provide direction on development programs to build capacity across Horizon's diverse workforce.
  • Lead, coach, mentor and provide expertise and advice to Horizon leaders and direct reports across a wide geographical area to foster, maintain and improve customer service and promote organizational effectiveness.
  • Oversee the development of responsive, customized learning and development solutions for different profession groups, programs and/or portfolios by collaborating closely with Directors and subject matter experts (SMEs) to ensure alignment.
  • Research new and innovative ways to market and promote workforce and continuing education offerings to be an employer of a choice.
  • Identify, measure, and analyze KPIs and metrics to monitor performance of Learning and Development programs.
  • Develop and manage the portfolio staff and budget, ensuring adherence to the Regional Health Authority Accountability Framework.
