This is inspectional, regulatory and enforcement patrol work to ensure compliance with provincial statutes, municipal by-laws and regulations.

This position includes community safety patrols of the downtown core, parks and trails and liaising with local residents and businesses to identify and address street level bylaw infractions.

The work involves extensive public contact and community liaison requiring exercise of considerable independent of judgement, tact and diplomacy, all of which is performed within policy, by-law and regulation limits.

The more difficult, controversial problems are referred to a supervisor who reviews work performance with established policies and procedures.


The Training Requirements Manual pre-qualifications for this position are:


  • Foundations of Collaborative Conflict Resolution (1.
5 credits) or equivalent course from recognized post-secondary institute:

  • Successful completion of the Justice Institute Bylaw Compliance, Enforcement and Investigative Skills Certification, Level I and II:

Two (2) years full time equivalent experience as a Bylaw Enforcement Officer


The Class Specification requires a Driver's License for the Province of British Columbia - Class 5, and is a job requirement.

The City of Port Coquitlam's Community Safety and Corporate Support Department is looking for an enthusiastic, energetic and qualified individual interested in a time stated opportunity as a Bylaw Enforcement/Community Safety Officer.

This is inspectional, regulatory and enforcement patrol work to ensure compliance with provincial statutes, municipal by-laws and regulations with primary responsibility for the community safety function for the City.


  • Investigates and processes complaints concerning bylaw infractions and violations; enforces regulations and bylaws related to zoning, secondary suites, business licenses, unsightly premises, littering, streets and traffic, unlawful use of private and public space, dogs, nuisances, sprinkling, garbage removal or any other related matter; and coordinates work with other departments as required
  • Explains and interprets bylaws, regulations, statutes and other rules to the public, and takes remedial action to obtain bylaw compliance including the issuances of tickets and notices
  • Attends a variety of calls and complaints regarding bylaw infractions

If many of the following characteristics and skills describe you, we would like to hear from you:

  • Completed Grade 12 supplemented by Bylaw Compliance, Enforcement and Investigative Skills Level I and II courses
  • Courses in both conflict resolution and business communications
  • Two years' experience as a Bylaw Enforcement Officer
  • Effective communication and dispute resolution skills;
  • The ability to deal with the public and staff in a courteous manner
  • A BC Driver's License
  • A commitment to service excellence and continuous improvement
