Job Summary:

To provide leadership, expertise and consultation services to the Children's Services division and staff in matters of occupational health, safety and wellness by developing effective policy, programs, education and communications leading to a positive health and safety culture and injury reduction.


Major Responsibilities:


  • Contributes to the development and implementation of and is responsible for the maintenance of a comprehensive divisional Health & Safety Program in association with corporate, union and divisional stakeholders.
  • Responsible as the division lead for corporate health and safety initiatives, in the areas of integrated disability management, occupational health and safety policies, procedures and programs, consistent with all provincial and municipal legislation.
  • Leads the divisional joint Health and Safety Committee and working group. Provides expert advice, guidance and consultation on all areas within health and safety, such as infection control requirements, workplace incident reporting, and return to work practices.
  • Governs and develops health, safety and wellness initiatives and targets for over 50 work locations, including onsite specific consultation.
  • Provides assistance and support to divisional supervisors and managers in the gathering of information and documentation to support HR in the WSIB claims management, adjudication, appeals and return to work processes.
  • Provides information and support in relation to ergonomic work spaces and adaptive equipment in partnership with the Corporate Ergonomic Unit
  • Creates, implements and maintains a compliance framework that ensures Children's Services meets all health, safety and wellness obligations.
  • Supports divisional implementation of psychological health and safety into the division. Chairs health and wellness committee, manages wellness initiatives and implements the committee's recommendations.
  • Conducts research into assigned areas ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Leads and provides expert direction on work refusals, critical injury investigations, inspections, and orders in conjunction with the appropriate joint health and safety representatives.
  • Manages the development and facilitation of the annual divisional health and safety recognition conference.
  • Prepares, maintains and submits up to date documentation, where required by the Ministry of Labour (MOL), Toronto Public Health (TPH), or other regulatory bodies, to demonstrate that Children's Services meets regulatory requirements.
  • Initiates, builds and maintains relationships with internal and external partners in order to develop, facilitate and promote occupational health and safety
  • Develops divisional policies and procedures; designs, implements, maintains and evaluates performance related to health, safety and wellness initiatives. Recommends and implements corrective actions/activities to support continues improvement
  • Regularly collects and analyzes health and safety workplace incident data, prepare reports and present to senior management and all workers; and to develop and implement improvements and to ensure targets are met
  • Leads and organizes divisional working groups in the development of policies and programs as related to occupational health, safety and wellness.
  • Assesses and reports on emerging health, safety, infection control and wellness case law and legislative changes while initiating Children's Services action's to address these changes/initiatives
  • Identifies and analyzes health, safety and wellness training needs and, through leadership and consultation, develops, designs and delivers training/workshops, team building and education programs to meet divisional and organizational needs.
  • Develops, implements and recommends blended learning approaches to support diverse staffing needs and divisional priorities.

Key Qualifications

  • Postsecondary degree or diploma, or an equivalent combination of education and experience in related discipline (i.e. Human Resources, Health and Safety etc.).
  • Experience in the development and delivery of Health, Safety & Wellness, in a unionized setting.
  • Experience, preferably in a human services environment, assessing compliance, ensuring action plans and divisional guidelines align with health and safety legislation, City policies, programs and procedures.
