General:


The Payroll and Benefits Administrator will be responsible for completing transactions for payroll across multiple geographies, pensions, benefits, work-life effectiveness, reward and recognition, performance management, and other human resources (HR) programs.

They will report to the Director, Talent and Culture or their designate.


Responsibilities:


  • Payroll
  • Prepare and enter payroll data to payroll service providers in multiple geographies internationally.
  • Deliver friendly, prompt, and efficient customer service to internal and external customers. Answer any questions that staff may have regarding total rewards.
  • Keep abreast of Canadian and U.S. employment legislative changes and participate in policy development, as required.
  • Remit health and education tax monthly and file annual returns for applicable provinces.
  • Complete all required Workers Compensation Board, Workplace Safety and Insurance Board, and U.S. Workers Compensation and Disability reporting.
  • Distribute all payroll registers and benefit monthly reporting to the payroll accountant for cost distribution.
  • Assist the HR team with employee onboarding, termination, and current employee management, including:
  • Payroll and benefits
  • Required onboarding forms
  • Orientation for total rewards, RRSP, and benefits sessions
  • Preparation of payroll enrollment/adjustment forms
  • Manage employee donations to United Way, IISD, and ELA.
  • Maintain appropriate file documentation for employees within Bamboo HR.
  • Provide payroll information for government subsidies as applicable.
  • Group Benefits and Work-Life Effectiveness
  • Manage benefits initiatives and programs (health, wellness, RRSP, 403B, Employee Assistance Program, and mental health) to ensure compliance in different geographies.
  • Research and implement best practices for benefits and worklife effectiveness programs.
  • Manage employee enrollment and cancellation upon termination and manage other payroll requests, such as wage garnishments and deductions.
  • Update payroll employee deductions to reflect current costs of benefits.
  • Monitor and remit employee deductions along with employer's contributions to Manulife Financial and Vanguard on a timely basis.
  • Partner with the HR and Finance teams for all SOX and other legislative compliance reporting.

  • Assist the Director in delivering the rewards and recognition and employee engagement programs within IISD.

Performance Management and Talent Development

  • Assist the Director with the Performance Management program at IISD. Partner with other HR team members on talent development strategies, processes, and programs.

Qualifications and Experience

  • Experience as the key contact for and ability to liaise with U.S. and other international professional employer organizations (PEOs) and employer of record (EOR) organizations in place.
  • Payroll
Compliance Practitioner certification from the Canadian Payroll Association or willingness to complete within 18 months of starting in the role.

  • Between 3 and 7 years of payroll experience both in Canada and the U.S. utilizing a computerized payroll system. Implementation experience of a new payroll system will be an asset.
  • Experience using these systems and working with these organizations:
  • Ceridian
  • ADP
  • Vanguard
  • Manulife
  • Strong analytical, problemsolving, and decisionmaking skills. Ability to adapt and change in a fastpaced, dynamic environment.
  • Working knowledge of U.S. and Canadian provincial and regulatory compliance in payroll and HR.
  • Excellent spoken and written communication skills and confidence in dealing with all levels of an organization.
  • Effective organizational skills with the ability to prioritize competing demands and meet strictly scheduled payroll and benefits timelines on a monthly or biweekly basis.
  • Ability to work independently with strong attention to detail.
  • Demonstrated proficiency with Microsoft Office (Word, Excel, PowerPoint and Outlook).
  • Must be discreet and demonstrate sound judgment, analytical ability, diplomacy, and tact to deal effectively with all levels of the organization, especially when dealing with sensitive payroll issues.
