    Position Summary

    We currently have an opportunity to join the Laurier community as a Special Constable at the Waterloo Campus.

    The Special Constable is responsible for patrolling and forming partnerships within the University's multi-campus model. The Special Constable is responsible for a variety of duties related to the safety and security of their assigned campus. A responsive, community-focused approach is required to ensure that students, staff, faculty and facilities are safe, secure and at optimum levels.

    The Special Constable will be involved in daily proactive patrols; campus community engagement, event safety attendance and deployment, participation at major events/protests/unsanctioned street gatherings such as Homecoming, St Patrick's Day and those additional duties/responsibilities as assigned by the Special Constable Service Sergeant and/or Management.

    This position has a university-wide mandate. The incumbent provides subject matter expertise to all campuses, requiring regular interpersonal interactions and collaboration with departments in a multi-campus setting at Waterloo, Brantford and Milton Campuses and with external partners. Special attention is given to ensuring equitable service delivery across all locations.

    Accountabilities

    Administration

  • Meet with team members and supervisors to ensure a consistent service delivery within the university community, along with our internal and external stakeholders and partners, and ensure that information flows openly with all members.
  • Establish goals and objectives in partnership with team members.
  • In collaboration with team members and Laurier community partners, develop and implement strategies to address campus security needs and concerns.
  • Ensure compliance of all activities in accordance with policies, procedures, Police Services Act, Special Constable Hand book and through compliance of the Memorandum of Understanding with the host Police Service.
  • Notify the Director and SCS Manager of any major incidents relating to Wilfrid Laurier University.
  • Liaison with student groups, faculty, staff and associations within the Laurier Community.
  • Promote effective interpersonal relationships within teams and other areas of the Laurier Campus Community.
  • Monitor calls-for-service and ensure overall effectiveness of response.
  • Ensure all criminal incidents are reported daily as per the Memorandum of Understanding with the host Police Service.
  • Accuracy, completeness and timely submission of all reports and documentation relating to incidents on campus.
  • Respond to requests for assistance.
  • Enforcement of University regulations, and applicable municipal, provincial and federal laws.
  • Patrol campus grounds and buildings on foot, bicycle and vehicle.
  • Lock and unlock building entrances, classrooms, offices and other areas as required.
  • Routine checks of emergency equipment.
  • Control of on-campus pedestrian traffic when required.
  • Provide advice to other campus faculty, services or facilities.
  • Liaise with local law enforcement agencies.
  • Monitor campus parking for infractions.
  • Provide faculty, staff or student escorts as required.
  • Regular checks of staff/faculty working alone on campus as needed.
  • Maintain the peace and protect the students, faculty and staff in accordance of the academic mission.
  • Understand the operation of the Special Constable Service Communications Centre and provide support as required
  • Internal/External Liaison

  • Liaise with the Supervisor, Manager, or Director with respect to the attendance and/or coordination of community activities and resource deployments.
  • Liaise with management and supervisors with respect to the coordination of campus activities and resource deployment.
  • Liaise with the Laurier Community, the Municipality of jurisdiction, host Police Service and other agencies or services as required.
  • Attend community events and participate or represent the Special Constable Service on committees or community groups as required.
  • Qualifications

  • Innovative and analytical problem-solving skills.
  • An understanding of the concepts and application of the Ontario Mobilization and Engagement Model of Community Policing;
  • Knowledge of policies, procedures and legislation pertaining to the duties of a Special Constable;
  • Ability to coach, interact and transfer information within a team environment.
  • Excellent interpersonal and active listening skills.
  • Excellent oral and written communication skills with the ability to articulate detail.
  • Self-motivated and well-developed time management skills.
  • Minimum OSSD or equivalent.
  • You must have or are in the process of obtaining the OACP Certificate or have obtained Basic Constable Training prior to the interview or have an Ontario Police College Recruit Certificate (not required for currently serving Police Officers).
  • Class G drivers' license.
  • Preference will be given to persons with past police experience.
  • Knowledge of policies, procedures and the legislation pertaining to the duties of a Special Constable;
  • Current/valid First Aid and CPR.
  • Ability to work shifts in a 12-hour rotational platoon structure.
  • Ability to work in a team environment with a minimum of supervision.
  • Shares information with team members. Is collaborative in dealing with students, faculty, staff and fellow employees.
  • Community focused - responds promptly to community needs. Establishes and maintains effective relationships and acts in accordance with faculty, staff and students.
  • Receptive to change - can adapt to changing circumstances. Able to make suggestions for improvement within the team environment.
  • Respects diversity - treats others with respect, is understanding and avoids unnecessary conflict.
  • Exhibits a strong sense of one's capabilities. Demonstrates honesty, integrity and ethical conduct. Accepts ownership and accountability for own actions.
  • Must have criminal clearance from their local police service.
  • Does not have a criminal record, if there is criminal record you must provide a copy of your pardon.
  • Canadian citizen or landed immigrant.
  • Compensation

    Rate of Pay: $30.44 per hour

    Hours of Work

    This is a full-time, limited term position until approximately January 2, 2025. The normal hours of work will be a 12 hour rotational shift, working an average of 84 hours every two weeks.

    After the initial interview, a short list of candidates will be asked to sign a waiver for the collection of personal information. Any offer of employment will be conditional on acceptable employment reference checks, criminal background check, psychological assessment for suitability as a Special Constable and successful completion of special constable training course.
