Job Summary:


Parks, Forestry, and Recreation (PFR) is one of the largest divisions in the

In our role as stewards of these spaces, we contribute to the city's social and environmental resilience by ensuring that our parks, playing fields, recreation centres, ice rinks and pools, along with tree-lined streets, trails, forests, meadows, marshes, and ravines, are beautiful, safe and accessible, that they expand and develop to meet the needs of a growing city, and are filled with vibrant, active, and engaged communities.


Reporting to the Manager, Research and Analytics, within the Policy and Strategic Planning Branch of PFR, you will support implementation and growth of advanced analytics capacity by implementing innovative machine learning and spatial data analytics approaches and techniques to large-scale divisional datasets, making recommendations and implementing improvements to the system to optimize computation and storage resources for data, supporting data pipelines, ETLs/ELTs, and statistical and inferential analysis.

Through collaboration with corporate partners, you will ensure high performance of large amounts of ETL as well as ELT tasks, report building, analytics, and data visualization support.

Working closely with the Senior Data Solutions Integrator, you will also collaborate cross-functionally with experts in data analytics, data governance, and research and evaluation.


Major Responsibilities:


Planning and Coordination within the Team

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, and continuous learning and encourages innovation in others.
  • Supervises the daytoday operation of all assigned staff including the scheduling, assigning and reviewing of work.
  • Provides input into, and administers, the assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.

Data Analytics and Research Leadership

  • Leads tasks and projects related to the modelling, analysis, and interpretation of divisional data and other external datasets, including those with a spatial component.
  • Designs, tests, and builds complex models to solve complex divisional analytics problems, identifying opportunities for using advanced statistical and predictive modelling techniques.
  • Investigates and implements cuttingedge machine learning techniques to parks, forestry and recreation usecases.
  • Makes recommendations and implements improvements to the system to optimize computation and storage resources for data.
  • Enables access to, and leverages, datasets by supporting data pipelines, build queries and ETLs/ELTs, and supports statistical and inferential analysis.
  • Develops, implements, and evaluates work plans for divisional data projects and tasks.
  • Builds processes and methods to ingest and analyze large datasets from structured and unstructured data sources such as GPSprobe data, sensorbased data, social media data, and other large datasets.
  • Conducts peer and literature reviews on novel modelling and analysis techniques in spatial data science as it relates to tackling civic issues.
  • Establishes and applies best practices in documenting processes, models, analyses, and code.
  • Keeps abreast of the latest research in the fields of land and linear asset management, parks, forestry and recreation, and spatial data analytics and machine learning.

Effective Stakeholder Collaboration, Knowledge Exchange, and Relationship Management

  • Prepares reports and submissions (e.g. briefing notes, staff reports, and other correspondence) for the Division and City Council.
  • Works with internal and external partners and private sector collectors, disseminators and analysts to collect and analyze data on behalf of the Division.
  • Develops strategies to ensure information is available and accessible for stakeholders, including Council, the public, and staff.
  • Contributes to and supports divisional and corporate Data Governance initiatives related to maintaining and improving the collection, retrieval and access of PFR asset data.
