Reports to Manager, Capital Assets and is responsible to provide analysis and reporting of the acquired and self constructed capital assets of the company.

This position assists in the management and execution of the economic evaluation model and the administration of the related financial obligations, development and documentation of capital related processes, capital planning activities, month end close and provides support to business units as required.

DUTIES & RESPONSIBILITIES

  • Executes goaloriented tasks and/or projects established by the Manager to achieve departmental objectives.
  • Assists in the capitalization of completed projects in a WIP based financial accounting environment. Ensures all capital project requirements have been addressed prior to capitalization.
  • Assists business units by addressing capital related queries and prepares financial reports to assist with capital execution.
  • Assists with documentation and development of capital related processes. Monitors and assists with implementation of controls as required.
  • Assists with regulatory reporting, recording and calculation of regulatory balances. Develops processes, maintains documentation on regulatory balances.
  • Leads and assists business units in the development of the Capital Financial Plan.
  • Prepares management reports such as:
  • Capital expenditure reports.
  • Estimate/Budget to Actual reports.
  • Classification of Capital Expenditures
  • Actuals to Standard Costs analysis to assist in benchmarking and score carding related to capital asset investments.
  • Maintains and enhances system reports using system reporting tools as per specifications developed by the Manager and/or others.
  • Provides administration on reporting and tracking schedule for closure of recoverable thirdparty capital work.
  • Provides guidance and training to Accounting Analyst and Accounting Associate on job closures and invoicing of receivables related to capital assets, including recoverable jobs.
  • Completes over/under variance analysis by type of recoverable job, provides recommendations and revised estimates as identified.
  • Routinely and periodically audits, reviews and reports on active and recent jobs, standing fixed cost chargeable activities, long term recoverable contracts, projects and shortterm recoverable work, to ensure proper system set up and account mapping.
  • Analyzes and checks for accuracy and correctness in recoverable amounts, estimating, payments, invoicing, deposits, and other financial matters. Reports specifics and on general trends and metrics as required.
  • Assists the department manager in administration of the Job Cost accounting system including system and report setups.
  • Administers the financial and administrative processing of financial obligations related to capital assets including:
  • Provide results of modeling for approvals and initiate collection and/or payments
  • Track, maintain and reconcile developer liabilities and review for settlement of financial obligations.
  • Complete annual updates of economic evaluation model and other models as required.
  • Perform project reviews and reconciliations for residential developments and ensure that all parties fulfill service agreement obligations before settlement of developer liabilities.
  • Analyzes and recommends reduction or release of thirdparty Letter of Credit related to residential developments or other capital projects.
  • Assists with preparation of year end reporting to external auditors.
  • Prepares journal entries and assists in the month end close process. Other ad hoc reporting as required.
  • Provides training and advice on accounting requirements and capital related regulatory requirements.
  • Performs other duties as required which may be considered part of these responsibilities.
KEY SKILLS & QUALIFICATIONS

  • 3 to 5 years related experience.
  • Proficient in report writing and data mining tools.
  • Excellent verbal and written communication skills.

MINIMUM REQUIREMENTS

  • Accounting Designation (CPA, CGA, CMA or equivalent)
  • University Degree in accounting or business administration
  • Minimum 3 to 5 years accounting/finance experience.
