Job Function:


Provide all managers and staff of Hydro One business units, advice, counsel and knowledge of the Board/Travel Allowance Entitlements for the Casual Trade workforce.

Develop and advise on a compliance program including the legal privacy implications of investigating home residences. Provide clear guidelines and accountabilities that employees and supervisors can refer to. Work in conjunction with external and internal partners and clients to design and develop a mandatory training package. Conduct annual audits to ensure compliance with rules and adherence to collective agreement language. Meet with Union representatives to discuss rollout of new process related to review and audit. Communicate new rollout to all staff receiving board/travel allowances and their supervisors. Develop guidelines that determine when Corporate Security Consultant is called in and case becomes a Code of Conduct/Criminal investigation. Modify all forms relating to board/travel entitlements, taking in legal and Canada Revenue implications. Prepare and issue detailed reports, making recommendations on behalf of management. Attend as resource person on behalf of management meetings/arbitrations/grievances that may result as an outcome of investigations.

  • Advise on the prevention of fraud and theft of Board /Travel allowances. Determine the vulnerabilities of the Board/Travel process.
  • Develop a compliance program considering legal and privacy issues related to surprise visits to validate proof of residency, self contained dwelling and the requirement of external services of Private Investigation firms.
  • Develop and deliver mandatory training package to be given to all casual trades and their supervisors, which will be a part of yearly Safety Meeting packages with sign off for attendance as part of the rollout.
  • Manage and track the database for compliance on board/travel allowances for trades.
  • Verify documentation in such systems as Equifax, MTO driver's license, GeoWarehouse to verify documentation. Provide access to Hydro One systems such as Timesheets and IRIS land owners.
  • Prepare and issue detailed reports, making recommendations on behalf of management. Attend on behalf of management meetings/arbitrations/ grievances that may result as an outcome of investigations.
  • Perform ongoing random audits of the various business units that employ casual trades and are entitled to this allowance.
  • Work in conjunction with external, internal partners and clients to design and develop new forms that tighten compliance while adhering to collective agreement language.
  • Ensure supervisors know their accountability in approving timesheets with board/travel implications, i.e. Fifth day board.
  • Provide fraud supporting documentation to Corporate Security Consultant for official Code of Conduct/ Criminal Investigation.
  • Perform other duties as required.

Selection Criteria:


Education:


  • Requires a knowledge of social sciences and human resources principles to effectively handle sensitive issues on legal and privacy issues associated with criminal investigations.
  • Requires a knowledge of statistics to perform audits related to casual trades and entitlement allowances.
  • Requires a knowledge of English to facilitate effective oral and written communications for the preparation of clear, concise reports and training materials.

This knowledge is considered to be normally acquired through the completion of 4 years of University training (Grade XII plus 5 years).


Experience:


  • Requires experience within the organization and its setting relative to the overall Business Unit to gain an appreciation of the contacts involved, interrelationships, business needs of customers, code of conduct and criminal investigations.
  • Requires experience within the company to be familiar with the organization structure, hierarchy and the roles and responsibilities of various groups as related to the work function. A period of over 4 years and up to and including 6 years is considered necessary to gain this experience.
