***Reporting to the Director of Facilities and Transportation, the Manager, Mechanical will be responsible for overseeing and supervising preventive maintenance programs, repairs and upgrades of the district facilities regarding H-VAC, DDC, plumbing, and life safety systems. This position will be involved in both small and large capital projects from inception to completion as well as energy conservation initiatives.

This position has 3 direct reports: Foreman H-VAC, Foreman DDC, and Foreman Plumbing, and oversees the work of contractors.


SPECIFIC ACCOUNTABILITIES
Under the general direction of and in consultation with the Director of Facilities and Transportation, the Manager, Mechanical Department, is directly responsible for the following activities:

  • Assists in the preparation of project and departmental budgets; documents all relevant information and prepares formal reports/studies as required.
  • Assigns and supervises staff, delegating to the foreman as appropriate.
  • Maintains responsibility for the standards of maintenance/repair and construction/renovation work performed by staff, ensuring that all work performed is in accordance with district policies, procedures, and standards and that all such work is in accordance with related regulations and codes.
  • Establishes and maintains preventive maintenance programs, logs, and records.
  • Establishes regularly scheduled inspections of work performed, ensuring proper workmanship and that assignments are completed efficiently and effectively as per standards and specifications.
  • Assists in determining and establishing detailed specifications for equipment, materials and supplies and submits requisitions for approval and purchasing well in advance of needs; verifies that the equipment, materials, and supplies received conform to established specifications and as ordered.
  • Maintains direct responsibility for the comprehensive assessment of maintenance/repairs as required, including time, materials and labor cost estimates and the scheduling, control and direct supervision of the labor performed. Maintains a thorough knowledge of district facilities and operations.
  • Participates in the recruitment, discipline and formal performance evaluations of staff as required.
  • Maintains oversight of work in progress, making the appropriate adjustments as required ensuring all projects are completed in a timely manner and in accordance with established policies, procedures, regulations, and codes.
  • Assists in preparing and implementing new and amended policies and procedures; maintains a working knowledge of policies, procedures, regulations, and codes related to the position; maintains a working knowledge of operational/personnel policies, procedures, and regulations of the district.
  • Participates in the budgeting process; attends and participates in departmental management meetings.
  • Provides guidance, coaching and training to employees as needed.
  • Supervises Foreman H-VAC/Heating, Foreman DDC, Foreman Plumbing, and all staff to develop and implement both short
- and long-term plans regarding buildings, systems maintenance, as well as upgrades and renewals.

  • Working with the Purchasing Department, the Manager, Mechanical, is involved with tenders and manages contracts with consultants and contractors where required.
  • Performs other related duties as may be assigned by the Director of Facilities and Transportation.

QUALIFICATIONS AND REQUIREMENTS
The incumbent will have a current trade qualification or equivalent, in a trade related to the position; 5 years' recent supervisory and/or management experience in a related setting, and with demonstrated knowledge and understanding of H-VAC, DDC, plumbing, electrical, security and life safety systems as well as the following:

  • Valid Class 5 British Columbia driver's license.
  • Successful completion of supervisory and/or management skills courses, and/or the willingness to take courses as required.
  • Knowledge and experience with life cycle analysis.
  • Experience in planning, budgeting, developing goals, and identifying and measurable objectives.
  • Experience with tendering and/or management of contracts.
