Local AI Voice Assistant Project Requirements

Job description
I need a developer to build a private AI chatbot that runs locally and supports two-way voice conversation.The system must speak naturally using text-to-speech and accurately detect very quiet speech, including whispering, through strong microphone input handling and speech recognition.
It should process conversations in real time with low latency, maintain context during dialogue, and allow custom personality or prompt configuration.
Privacy is important, so the core language model and voice processing should run locally or on a self-hosted server, not depend entirely on third-party cloud AI.
The solution should include noise reduction, voice activity detection, and tuning for soft speech. The final system must be stable, simple to use, and documented so I can update prompts or models later.
The assistant must be accessible from a mobile phone in two ways: first, through a mobile app or web interface that supports live voice chat; second, through a phone number that I can call, where the AI answers and converses by voice.
The developer should integrate telephony services such as Twilio or a similar provider to handle incoming calls and route audio to the local AI system.
The project should include setup instructions, deployment support, and clear explanation of hardware requirements such as GPU, microphone compatibility, and server specifications.
Experience with local LLMs, speech-to-text, text-to-speech, telephony integration, and real-time audio pipelines is required.Contract duration of less than 1 month.
