MANAGER, HUMAN RESOURCES
St.

Albert Public Schools, a publicly funded jurisdiction that serves approximately 9,200 students in 16 schools, is seeking a self-motivated individual to work in a fast-paced school business division office work environment.

Hours of Work: 35 hrs/week; 7 hrs/day; Monday to Friday


Salary Range:
$95,000 per annum

This position will serve as a link between management and employees by handling questions, liaison with third party providers in the management of short term and long-term disability matters and effective return to work programs.

In addition, perform a range of duties supporting division management and staff.


RELATIONSHIPS

  • Reports to the Associate Superintendent Human Resources

Communicates with:
2.1 Division Office Administrators, including Superintendents and Executive Assistants;
2.2 Division Staff;
2.3 Government and Outside Organizations and other School Jurisdictions;
2.4 Alberta School Employee Benefit Plan (ASEBP) facilitators;
2.5 Workers Compensation Board;
2.6 Parents and other Stakeholders


WORKING CONDITIONS


The incumbent must possess the ability to work under a good deal of stress, tight timelines and high expectations as well as the ability to analyze a situation and develop a synopsis or summary.

Multi-tasking and the ability to anticipate issues, make recommendations and assist in developing strategies is essential.


This position sets their own work priorities and strategies, dependent upon workload and project timelines, recommend plans of action, required strategies, and possible solutions through researching, developing draft correspondence, reports and project checklists.

Consistency, confidentiality and accuracy of correspondence, policies and reports, as well as verbal information provided is imperative.


EDUCATION & EXPERIENCE
University Degree or postgraduate certificate in Human Resources or related field.

Certified Human Resource Professional (CHRP) designation.


A minimum of 5 years related experience in a personnel office and/or the office of a senior administrator, preferably in a school jurisdiction.

Experience in the Human Resources industry using a personnel records management system would be an asset. Demonstrated work knowledge of multiple human resources areas preferred.

Demonstrated ability to provide beneficial recommendations to solve HR issues related to regulations, laws and policies. Proven conflict resolution and negotiation skills.

Payroll and Benefit Plan experience/knowledge. Experience with pension plans (experience with the Alberta Teachers Retirement Funds and Local Authorities Pension Plan would be an asset.)

A sound understanding of the Alberta Labour Standards. Payroll Compliance Professional (PCP) designation preferred.

A working understanding of allocation systems and general ledger account reconciliations.

Experience with collective agreement interpretation.

Excellent researching, writing, editing and organizational skills.


RESPONSIBILITIES

  • Possess Human Resources experience with demonstrated generalist expertise in all areas of responsibility, including unionized environment, ASEBP benefit program (or similar), and training in mediation and facilitation.
  • Liaison with payroll and assist with health benefits practices.
  • Demonstrate problem solving, consultative and conflict resolution skills to provide sound direction and advice on a variety of HR issues.
  • Demonstrate knowledge of relevant provisions of applicable federal and provincial legislation such as Alberta Human Rights, Employment Standards, Labour Standards, FOIP, Occupational Health and Safety Act, Workers Compensation Board.
  • Demonstrate knowledge of effective human resources management programs, policies and procedures such as performance management, recruitment, hiring, personnel administration, training and staff support.
  • Provide confidential research assistance in personnel matters related to staff recruitment and retention, labour relations and human resources issues as well as prepares related meeting minutes, drafts confidential reports and/or correspondence, anticipating reports/information that will be required.
  • Coordinate the policy development/review process: researching, assisting with policy development, analyzing, synthesizing, preparing, reporting and tracking policies for consideration by the board and ensuring that timelines for policy development and review are followed.
  • Respond to queries from staff, other stakeholders and outside organizations. Refer all inquiries to the appropriate individuals, divisions or departments across the district.
  • Take initiative, anticipates problems, organizes projects, coordinates activities, works with minimum supervision and relates positively with staff and other stakeholders.
  • Ensure manual and electronic onboarding packages are complete and accurate before they are processed by payroll.
