Job Summary:

The Parks, Forestry & Recreation (PFR) Division ensures that people in the diverse communities of Toronto have full and equitable access to high-caliber, locally responsive recreation programs, efficiently operated facilities, and safe, clean and beautiful parks, open spaces, ravines and forests.

As a Management Consultant (Data Strategy) in the Research and Analytics team, you will work with senior management and key stakeholders to provide consulting services to drive PFR priorities aligned with corporate goals in the areas of strategy development and planning; business planning and performance measurement, reporting; business process re-engineering; organization design and restructuring; program review and alternative service delivery; program and service improvement; organization development; and, change management.

You will inform PFR decision making by leading the development of a data strategy and management plan.

You are someone with strong thought leadership on data policy, data management, a solid understanding of data analytics and architecture, and strong experience in leading policy, strategy, and framework development processes.

Your work will need to align with corporate strategic frameworks including but not limited to the Digital Infrastructure Strategic Framework, Open Data Masterplan, and the Data Governance Roadmap.


Major Responsibilities:

Data Strategy Development

  • Leads and implements detailed plans and recommend strategy, framework, policies and procedures, conducts research and consultations focused on Parks, Forestry and Recreation (PFR) data management, taking into account regulatory context and requirements, and alignment with corporate priorities.
  • Shapes, defines consulting projects focused on policy or operational research in consultation with PFR Branches, Corporate partners, external partners, and key stakeholders, and determines focus, scope, objectives, methodology and activities.
  • Provides clientdriven, valueadded management consulting services to a portfolio of diverse projects reflecting various practice areas of data strategy development and data management topics including data governance, data integration, data analytics, open data, and data culture development.
  • Provides policy analysis, formulation, coordination, change management advice to the senior leadership regarding decisions and recommendations for programs, services, performance and corporate issues at both a strategic and operational level.
  • Leads in the assessment and analysis of divisional and corporate organization effectiveness issues related to data strategy and data management, and conducts studies and prepares confidential reports with respect to data strategy and data management and service delivery changes; management policies, systems, processes and practices which could impact restructuring and organization change.
  • Ensure a strong, effective and professional working relationship with all Branches within Parks, Forestry and Recreation to ensure that program solutions and service improvement are accurately collected and maintained, and liaise with senior management on KPI development, reporting issues and outcomes.
  • Analyze and communicate risks from the timely collection of policy, program and performance data so that mitigation strategies may be developed.
  • Supports management in assessing and devising solutions from a pragmatic and objective perspective.
  • Support individual projects by providing advice and guidance regarding project governance, management and benefits realization.
Team Leadership and Relationship Building

  • Assumes a managerial/supervisory role on projects in the various areas of data strategy and data management approaches to inform decisionmaking for PFR in coordination with corporate partners and divisions.
  • Directs the strategy development process and applies methodologies, collects data, conducts analyses, draws conclusions and develops alternative solutions.
  • Provides input and administers to project budgets and engagement, ensuring that expenditures are controlled and maintained within approved budget limits.
  • Leads, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others
