PLASP Child Care Services is a charitable organization operating on a not-for-profit basis, providing high quality early learning and child care, for children up to 12 years of age.

PLASP operates programs in more than 240 schools providing before and after school care.

PLASP also operates over 30 full-day early learning and child care centres and six EarlyON locations for children from 0 - 6 years.

Reporting to the Vice President, Financial Management, Planning and Analysis, the Controller oversees and provides leadership, direction, supervision and monitoring of all financial functions including: Accounts Receivable, Accounts Payable, Payroll, Accounting, Billing, Cash Management, Financial Analysis, and Government Grant Management for PLASP Child Care Services.


THE POSITION INVOLVES

  • Member of the Senior Management Team operating a large multisite child care organization.
  • Provides financial and business insights to the management team and prepares financial reporting for various stakeholders including the Board of Directors.
  • Oversees and provides leadership, direction, supervision and monitoring of all financial functions including: Accounts Receivable, Accounts Payable, Payroll, Accounting, Billing, Cash Management, Financial Analysis, and Government Grant Management
  • Plans and chairs monthly Accounting Team meetings
  • Evaluates the performance and manages the training plans for all direct reports.
  • Ensures employees are familiar with PLASP financial policies and procedures and actively educates and monitors compliance.
  • Sets objectives and supports staff to be successful in achieving the goals, objectives, standards, and priorities of PLASP including the strategic plan.
  • Manages the Accounting Team including staff structure and improvements to enhance efficiency and effectiveness.
  • Actively involved in resolving financial matters with parents and other stakeholders.
  • Evaluates and revises the financial systems to optimize productivity, effectively automate and manage the work flow to enable efficient operations.
  • Creates and monitors internal controls and procedures within the finance function.
  • Prepares monthly financial statements and ensures their accuracy and timeliness.
  • Analyzes and reports on actual financial performance compared to budget/forecast.
  • Actively and prudently manage the assets of the organization and champion cost savings initiatives.
  • Ensures PLASP Financial Policies and Procedures incorporate best practices, sound internal controls, and comply with current regulations.
  • Ensures all transactions recorded in the financial records have sufficient and appropriate documented evidence and that they are complete, authorized and accurately recorded.
  • Reviews receipts and disbursements, ascertains correct account of distribution and ensures all supporting documentation is accurate and in order.
  • Responsible for subsidiary ledgers: cash disbursements, cash receipts, accounts payable, month end payroll summary, accounts receivable summary, and journal entries for adjustments to the general ledger.
  • Responsible for the accuracy and completeness of the general ledger, trial balances, financial reports, and financial statements.
  • Conducts monthly audits of actual revenues and expenses to budget/forecast.
  • Develops and refines internal reports to enable users to understand key financial metrics for the organization.
  • Leads preparations for the annual financial audit and various funding partner audits, ensuring that all required documents are available and the requested information is accurately prepared for the auditors.
  • Ensures compliance with financial contract reporting requirements and responsible for compliance with all federal, provincial, and municipal financial and tax regulations.
  • Prepares and remits the T3010 Charitable Tax Return annually to ensure PLASP keeps Charitable Status and that all financial records are kept in accordance with the legal requirements.
  • Subject matter expert in all funding programs for the child care sector in the regions where PLASP has operations.
  • Manages HST compliance including the accuracy and completeness of input tax credits.
  • Advises the Senior Management Team of legal and regulatory changes impacting the financial operations of the organization.
  • Participates in the overall development and presentation of PLASP's annual budget and forecast to the Treasurer of the Board of Directors.
  • Manages the planning cycles and prepares, consolidates and monitors the budgets and the financial forecasts.
