assist newcomers in adjusting to the Canadian landscape as it pertains to employment and to enable meaningful connections to the Manitoba labour market.



All employees of MB Start must possess a high level of cultural competence and communication skills, to interact effectively with people of different cultures and socio-economic backgrounds and members of the business community. This includes knowledge of Canadian workplace culture, cultural differences, knowledge of different cultural practices, worldviews and business practices and labour market needs.

Job Summary:


Reporting to the Manager, Job Matching Unit the Labour Market Specialist is responsible for developing and maintaining relationships with employers and career coaches to identify work placement and job opportunities for newcomer clients.

The Labour Market Specialist must have demonstrated knowledge and experience in dealing with the business sector in discovering opportunities that would support the labour market integration of newcomers, as well as a solid understanding of business cycles and market fluctuations.

Through this highly technical position, the position requires a strong understanding of the Manitoba labour market with emphasis on emerging and in demand industries as well as knowledge of growth industries.

This role also includes active involvement in the area of work placement programming (individual and group)


Responsibilities and Tasks:

Job Prospecting and Employer Relations 30%

  • Establish and develop relationships with employers, associations and industry professionals to generate job leads that match our newcomer client needs.
  • Work with employers to post career opportunities that match client backgrounds on our Manitoba Start job board.
  • Conduct marketing and followup calls (online/inperson) to create new employer partnerships as well as consistent followup to maintain existing employer partnerships.
  • Attend events to network and seek out potential employer relationships.
  • Determine employer and newcomer client requirements by studying job descriptions and job qualifications.
  • Facilitate relationshipbuilding and partnerships within the business community.
  • Coordinate events (Employer Cafes, Career Fairs etc.) to create opportunities for newcomer clients and employers to connect.
  • Facilitate presentations (online/inperson) to both newcomer clients and businesses.
Client Job Matching and Support (50%)

  • Determine newcomer client qualifications by partnering with Career Coaches, meeting referred newcomer clients and comparing qualifications to job requirements.
  • Meet with newcomer client and coach them through the interview process as needed.
  • Conduct newcomer client searches and review referrals to match with current job orders.
  • Follow up with employer clients post interview and confirm placement.
  • Conduct postplacement followup with employer and evaluation to ensure newcomer client fit and sustainability.
  • Collaborate with Career Coaches to discuss referrals and current job orders.
  • Identify appropriate clients and businesses for the structured work placement program (Work Start).
Administration and Reporting (20%)

  • Document all relevant employer contacts and related activities and enter all outcomes into appropriate data base
  • Prepare monthly statistical and narrative reports to attest to the results achieved.
  • Communicate effectively with and work in close collaboration with Manitoba Start colleagues to accomplish objectives and facilitate newcomers' access to job opportunities.
  • Update knowledge of the Manitoba labour market by participating in educational opportunities, reading professional publications; maintaining personal networks; participating in professional organizations, researching federal and provincial government labour market sites, keeping apprised career fairs in the area.

Qualifications and Experience:


  • Postsecondary education from a recognized institution in Business Administration, Human Resources or Marketing. An equivalent combination of skills, education and experience will be considered.
  • 23 years of practical experience in a related capacity, i.e. Recruiter/Account Manager/Sales.
  • Clientservice oriented; possess excellent communication and interpersonal skills with the ability to relate to and empathize with the needs of immigrants from diverse cultural and linguistic backgrounds as well as business connections.
