One of the Department of Health and Wellness's (DHW) mandates is to ensure the delivery of collaborative health care to communities through Emergency Health Services, including medical communications, medical first response, ground and air ambulance, and other programs.

DHW is responsible for setting standards, developing policies, funding, and regulatory oversight of the EHS system and the vendor contracted to operate the EHS system.


About Our Opportunity:


Reporting to the Director, EHS Regulation & Policy, you are responsible for managing resources and systems for the regulation of the Emergency Health Services (EHS) system including, but not limited to, data analysis and management, system monitoring and reporting, quantitative and qualitative research initiatives, system performance and accountability management, system compliance and investigations, program and system evaluation, privacy and information management, information technology, and risk management.

You will contribute and provide leadership to EHS projects and programs by ensuring that legislation, regulation, and policy development supports implementation.

As well as supporting the Director in the process of providing leadership, management, and direction to the province's integrated out-of-hospital emergency system.


Primary Accountabilities:


  • Establish, manage, and implement data and accountability frameworks governing the EHS system.
  • Lead and manage EHS privacy, information, and data analysis, management, and access operations.
  • Oversee and manage the organization and reporting of data, trends, and system performance.
  • Lead and manage the development and implementation of program and system evaluation frameworks.
  • Lead and manage the development, monitoring and reporting of projects and programs within the EHS system; recommending ways to improve support for operations by recommending changes to policies, processes, standards and practices.
  • Lead and manage quantitative and qualitative research initiatives to assess and improve aspects of the EHS system.
  • Lead and manage the development and implementation of performance and accountability indicators, including investigating and ensuring system compliance with associated standards.
  • Manage and support the implementation and integration of information technology systems to improve administrative and system operations.
  • Lead and manage privacy, information, and records request and response operations.
  • Lead and/or participate in committees within government on a provincial and national basis, as well as outside government with contractors and associated organizations to ensure the smooth ongoing operations of the EHS system.
  • Support EHS strategic, business, budget, and system workforce planning.
  • Ensures the effective management of human and financial resources.

Qualifications and Experience:

A Bachelor's or Master's degree in a related discipline and several years of experience, some at a supervisory role. An acceptable equivalent combination of training and experience may be considered.


You must have a desire to seek and organize data and information to inform and innovate system performance and operations, consistently looking at ways to problem solve and measure and improve performance; showing drive and determination to meet strategic goals.

You have a focus on discovering and understanding system needs, striving to ensure the system is performing to provide the right solutions are provided to the right people at the right time.

You must have problem-solving and judgement skills to evaluate various options to recommend and implement solutions.

As well as being a team player with strong interpersonal skills to work effectively with internal and external government stakeholders and coordinate or lead multi-disciplinary teams, compliance investigations, and qualitative research initiatives.


You are a highly organized thinker who can thrive in making sense out of complex, disordered, and high risk/impact work.
