Richmond School District operates 38 elementary schools, 10 secondary schools, alternate programs, continuing education and a number of additional facilities.

As part of a team dedicated to energy conservation and sustainability, the Energy Specialist supports the work of the Facilities Services Branch and assists in the planning, implementing, operating, monitoring and promoting of the District's energy management program, with an emphasis on the conservation of natural gas.

Works with FortisBC and BC Hydro to achieve best practice and continuous improvement status for the District.

The position requires in depth collaboration with Richmond School District staff, school administrators, Ministry of Education staff, City of Richmond staff and other external contacts.


The Energy Specialist reports to the Manager, Maintenance/Operations and works closely with all Facilities Services managers, school administrators and District managers and administrators.


Responsibilities:


  • Tracks, analyzes, and reports utility consumption (electricity, natural gas, propane, and water/sewer); ensures these utilities are billed correctly and identifies any abnormalities.
  • Acts as the administrator user of the District's account on the Clean Government Reporting Tool (CGRT); collects and reports data on the District's Scope 1 greenhouse gas emissions.
  • Ensures Facilities Services director, managers and operational staff as required are fully aware of all conservation and energy management incentive and education programs offered by FortisBC.
  • Conducts an inventory of natural gasfired equipment to determine eligible projects for FortisBC incentives, in coordination with the District's Long Range Facilities Plan and end of operational life replacements.
  • Explores and develops business cases around natural gasrelated projects.
  • Brings forward natural gasrelated projects to internal management for capital program support and funding approval.
  • Executes natural gas projects and ensures that FortisBC programs are applied for and utilized where applicable.
  • Recruits, directs, and supervises contractors and consultants to ensure the timely and cost effective delivery of natural gas saving projects and sustainability programs.
  • Ensures all necessary invoices are submitted for incentives from FortisBC.
  • Submits quarterly assessments to FortisBC outlining all completed, current and planned projects that will result in natural gas savings to ensure all potential incentives can be awarded to the District.
  • Coordinates with the Manager, Mechanical & Electrical Maintenance and Richmond Project Team, and assists the Manager, Maintenance/Operations to develop low emission pathway and plan low carbon technology projects.
  • Assists the Manager, Maintenance/Operations to:
  • Develop and implement the District's Sustainability and Climate Action Plan (DSCAP), track and monitor DSCAP's targets;
  • Prepare the annual Climate Change Accountability Report (CCAR);
  • Prepare quarterly reports to BC Hydro and any reporting requirements;
  • Develop and implement the Strategic Energy Management Plan (SEMP), track and monitor SEMP's targets, regularly update SEMP implementation progress; and
  • Present at the monthly Green Ambassadors meetings and other green initiatives in collaboration with the City of Richmond.
  • Performs other duties as contained in statute and as assigned from time to time by the Manager, Maintenance/Operations and/or Executive Director, Facilities Services.

Qualifications:


One or more of the following:

  • BCIT SEMAC (Sustainable Energy Management Advanced Certificate)
  • BCIT Building Controls and Energy Management Advanced Certificate
  • UBC Masters in

Clean Energy:
Completion of the Demand-Side Energy Efficiency & Conservation course

  • Douglas College Building Energy and Resource Management program certificate
  • Langara Energy Management Certificate
  • Proof of passing the Certified Energy Manager exam under the Canadian Institute for Energy Training
  • Masters in sustainability and planning

Further education recommended:

  • FortisBC courses as required
  • BC Hydro courses as required
  • LEED Professional Accreditation
  • Courses related to maintenance and management of HVAC systems
