15 Security - Tiered Response Force (TRF)
Officers.

This role is primarily responsible for providing rapid, efficient and safe responses to security events by carrying out access control, intervention and investigation duties under routine and emergency conditions at the Whiteshell Laboratories (WL) site.

The TRF ensure the safety and security of employees, visitors and contractors by monitoring the site and proactively preventing or reacting to hazards, emergencies and threats using appropriate methods, tools (including Use of Force), techniques, skills and training within both regulatory and business frameworks.


Canadian Nuclear Laboratories (CNL) employees perform all duties in accordance with established health and safety and regulations/guidelines, policies and procedures (i.e. utilizing personal protective equipment as per safe work procedures). Notifying management or supervisor of all occurrences, injuries, illnesses or safety and health concerns which are likely to harm themselves, their co-workers or any other on the premises in a timely manner and in accordance with established reporting requirements.


What will you be doing?

  • Provide Access Control and Armed Response.
  • Prepare and maintain records of security activities performed as per procedures.
  • Carry (on person), maintain and effectively employ a variety of nonlethal and lethal weapon systems, day and night surveillance systems, as well as standard and tactical communications systems. This may involve the wearing of personal protective equipment of moderate weight for varying periods of time.
  • Conduct vehicle and pedestrian access control for the protected and controlled areas of the facility in accordance with approved procedures and operating policies.
  • Call or confirm sponsors for visitors entering the site or restricted areas.
  • Control and regulate onsite traffic and parking facilities and maintain employee and traffic flow.
  • Operate and monitor closed circuit video and intrusion detection equipment within the Central Alarm Station (CAS).
  • Provide dispatch of emergency services (Security/Fire/Medical) and identify and/or record any abnormal situations or events to the supervisor for direction.
  • Maintain a log of all CAS operations and activities.
  • Initiate reports to affect the repair of defective weapons, security surveillance or communication systems, gates, fences and vehicles in accordance with established procedures.
  • Record all irregularities and advise supervision of the situation(s).
  • Report to work alert and "fit for duty" and remain attentive at all times while on duty.

Maintenance of Qualifications and Certifications:


  • Complete and maintain regulatory qualifications in fitness, firearms, use of force and first aid, and submission of medical assessments by established due dates in order to maintain a CNSC Public Agent status. Successfully complete annual refresher training in accordance with the established training plan.
  • Assumes personal responsibility and accountability for maintaining current skills by attending all required site training, viewing assigned videos, reading articles and participating in seminars as required.
  • Ensures all provincial and federal licenses are maintained and valid, to include a PAL and driver's license.

What we are looking for -

  • Ability to operate with minimum supervision, and be able to make rapid and effective decisions.
  • Must have basic knowledge of computer fundamentals and principles of data processing in order to maintain ID programs, computerized lists, registration programs and security reports.
  • Maintain a restricted/unrestricted firearms Possession and Acquisitions License.
  • Pass a medical examination pursuant to Section 18.2 (b) of the Nuclear Security Regulations.
  • Pass a psychological examination pursuant to Section 18.2 (d) of the Nuclear Security Regulations.
  • Be physically fit pursuant to Section 18.2 (c) of the Nuclear Security Regulations.
  • Possess/retain a valid "Class 4" Province of Manitoba Driver's License.
  • Ability to obtain CNL Respirator Fit Test Certification.

Experience

  • Practical experience as may be gained in a law enforcement, military, or security environment in the safe handling and tactical deployment of various types of lethal and nonlethal weapons, day and night surveillance systems, restraint systems and communication devices.
