We are looking for an
Health Technology Assessment (HTA) & Submissions Lead who is
a bi-lingual professional (English/French) with extensive experience in HTA and market access strategy, and is a strong team player to join us in our
APEX (Access, Pricing and External Engagement) team, based in Montreal or Quebec City, QC, Canada.


About the role


The HTA & Submissions Lead is responsible for leading all preparations and submissions of HTA dossiers to HTA bodies in Canada, namely CADTH and INESSS, as well as private payers.

In this capacity, the HTA & Submissions Lead will be accountable to liaise with local, regional and global teams to formulate and execute a winning strategy to ensure reimbursement of UCB products in Canada both for public and private channels.


The HTA & Submissions Lead understands the technical pharmacoeconomic aspects of submissions as well as the business and financial components (P&L) to help the company make the best decisions in terms of sustainable access for patients who need our solutions.

The HTA & Submissions Lead also has a clear understanding of the Canadian Healthcare Ecosystem, its players and stakeholders, and nurture positive relationships with key external constituencies who may be of importance to secure patient access throughout the HTA process.


Who you'll work with
You will be part of the APEX (Access, Pricing and External Engagement) Team and will lead evidence (global, local) and HTA-related external engagement preparation for products early in their cycle, pre
- and post
- submission evidence, HTA files preparation, and external stakeholder and vendor management to prepare, adjust or adapt Global health economic dossiers/Global Value Dossiers to meet Canadian-specific criteria or needs. In order to set the submission strategy for each asset, the HTA & Submissions Lead will also be accountable for liaising with different multifunctional teams, including marketing solutions leads, medical leads, Patient Value Unit (PVU) Heads and others.


What you'll do

  • Work with Global teams to communicate Canadian HTA needs for consideration in global HE deliverables and evidence generation plans for products in early development.
  • Lead all HTA and HTAlike submissions for UCB Canada for both public and private payers in order to ensure reimbursement of our products by different drug plans.
  • Lead and coordinate the work of HTA vendors that may be entitled to adapt or develop global pharmacoeconomic models to the Canadian ecosystem, ensuring positive reimbursement recommendation from HTA bodies.
  • Contribute in crossfunctional teams to define prospective RWE needs and value, and study designs to address these.
  • Communicate, in full collaboration with key global and local stakeholders, relevant health economic findings, value messages and supporting evidence internally and externally via appropriate channels (e.g. publications, conferences).
  • Support the business case development associated with the HTA strategy definition with support from finance, marketing, medical, Business Head etc. to ensure the best decisions are made for UCB and for patients considering different perspectives including financial analysis.

Interested? For this role we're looking for the following education, experience and skills

  • Master's degree in Heath Economics preferred, and comprehensive experience in HTA and market access strategy, and Healtheconomics and outcomes research knowledge and expertise.
  • Proven track record in the design and implementation of health economics and evidence generation strategies that have led to successful Public and Private reimbursement outcomes.
  • Insight into emerging HTA trends.
  • Ability to effectively work in teams, collaborate, lead by influence
  • Financials and business acumen
  • Bilingual (English/French) mandatory

Description du poste


Le ou la chef de l'ETS et des demandes est responsable de la planification de tous les dossiers d'ETS et de leur soumission aux organismes d'ETS au Canada, à savoir l'ACMTS et l'INESS, ainsi qu'aux payeurs privés.

De plus, le ou la titulaire de ce poste devra travailler en collaboration avec les équipes locales, régionales et mondiales afin de formuler et d'exécuter une stratégie gagnante pour assurer le remboursement des produits de UCB au Canada par les secteurs public et privé.
