What you will do:
The Director, Procurement will have an oversight and accountabilities to manage below areas.


Strategic Procurement Planning:
Leads the procurement function while using facilitative leadership to help accomplish the key goals and objectives of IT and HOOPP including:

  • Leads the development of policy, standards, and processes to improve the procurement processes to reduce operating expenses while optimizing workflow.
  • Leads the utilization of technology procurement, ensuring an ongoing focus on business plans.
  • Works directly with multiple teams across IT and business to ensure procurement activities are aligned with strategic direction and project priorities.
  • Participate in the intake of new products and projects, leading procurement, and vendor management efforts, partnering with legal teams to ensure procurements of tools and platforms adhere to HOOPP's standards.
  • Collaborate with information security, Enterprise Architecture, compliance, and/or disaster recovery (DR) and business continuity management (BCM) to maintain HOOPP's IT risk management program.

Procurement Operations:
The Director is a representative for IT and HOOPP to external vendors and stakeholders who coaches and provides strategic procurement advice to other groups and functions as required while facilitating the procurement processes, responsibilities include but not limited to:

  • Identify opportunities for company and negotiate cost reduction to meet established cost goals and budgets.
  • Create, implement, and manage procurement standards and metrics to ensure a consistent approach for delivery on all procurement projects' RFP/RFQ/RFI activities.
  • Evaluate overall operations of procurement functions and sponsoring enhancements.
  • Collaborate with the IT leadership team on implementing strategic procurement practices to support their business goals and objectives.
  • Review major contracts for Cloud providers and stakeholders, while monitoring contract and agreement expiration.
  • Accountable for the development, review, and certification of all backup procurement procedures and plans.
  • Establish short
- and long-range procurement goals, objectives, policies, and operating procedures in conjunction with PMO leadership.
  • Work in conjunction with the Portfolio Leads/Product Owners and business to, review, analyze, negotiate, and renew contracts for the organization. Managing the contract renewal process and seeing it through from contract request/renewal to negotiations to execution; and assisting where needed in administering, compliance, and monitoring.

Vendor and Contract Management:

  • Collaboratively working with internal and external stakeholders to ensure that contracting strategy and plans are well defined by Managing the contractual requirements and relationships between HOOPP and respective contractors/suppliers.
  • Develop and implement comprehensive vendor management strategies to optimize performance, cost, and value.
  • Collaborate with crossfunctional teams to assess, negotiate, and manage vendor contracts, ensuring strict adherence to contractual agreements and SLAs.
  • Monitor vendor performance, conduct regular reviews, and identify opportunities for improvement and ensure vendors are meeting their obligations.

Cost Management:
Leads and defines strategies for proactive management of all IT Related costs by helping the division to:

  • Lead analysis efforts for cost and budget to offer insights into cost trends and opportunities for cost savings and process efficiencies.
  • Lead research of cost management practices of comparable organizations and set KPIs for IT
