Who we are:

The Public Policy and Advocacy team within the Strategic Policy and Performance Division is responsible for cross-departmental and cross-system projects, initiatives or issues that may or may not fall outside of the mandate of the Health Services department's program areas (Paramedic Services, Long Term Care, Seniors Services Development and Public Health).

As such, the roles of the Public Policy and Advocacy team range from project management and research support to policy monitoring and analysis to the development and implementation of departmental advocacy plans.


The priorities of the Public Policy and Advocacy team are driven by the Health Leadership Team and align with the Region's Strategic Plan, Council Priorities and departmental priorities.

The execution of the work of the team is achieved by working collaboratively with colleagues across the Health Services department and the corporation more broadly, and by engaging with key external partners, such as Ontario Health, Ontario Health Teams, community health partners, Peel-area hospitals, provincial ministries, and other municipalities.

Through our work, we promote and facilitate a holistic and evidence-informed approach to our policy and advocacy work, ensuring Council's decisions and actions are consistently informed by high quality evidence and a comprehensive and holistic view of the issues.


What you will do in this role:

  • Provide strategic policy support, critical analysis, guidance, co-coordinating capabilities and expert advice to the Health Leadership Team, Commissioner of Health Services and Regional Council by monitoring developments, opportunities, and trends in legislation, policies and the political environment from a Health Services lens
  • Manage policy and advocacy related projects for the Health Services department
  • Support the Health Leadership Team, Regional Council and its committees in setting health related policy and advocacy priorities for the Region
  • Research and synthesize policy and advocacy issues relevant to the Health Services department
  • Work with internal and external partners to identify relevant provincial and federal policy changes and work collaboratively with key partners to mitigate the impact of these changes or identify opportunities for policy change, advocacy development or further review
  • Develop structures and processes for efficient sharing and integration of information and intelligence across the Health Services department and other partners to enable effective public policy responses and advocacy action planning
  • Work with colleagues across the Health Services department to improve policy and advocacy planning and implementation, and provide input into corporate approaches
  • Provide guidance to and review intelligence data that is gathered by policy analysts through research, monitoring of developments in legislation, policies and trends that may impact Health Services' priorities
  • Work with the Manager, Public Policy and Advocacy to develop and implement Departmental Advocacy Plans on behalf of the Health Leadership team by liaising with various sector organizations, internal and external partners, and leaders to develop tactics and advance Regional directions
  • Provide regular reporting to the Director, Strategic Policy and Performance and the Health Leadership Team and other stakeholders, as appropriate, to track and evaluate progress on Health Services policy and advocacy priorities
  • Support the Commissioner, Health Services and Health Leadership Team by providing public policy information and advice, proactively identifying issues and developing and implementing strategies to address policy issues
  • Represent the Health Services department, as required, on committees and related forums
  • Provide input to corporate projects from a Health Services department perspective and a broader health system lens
  • Support the preparation of reports, letters, briefs, minutes and speeches for the Commissioner, Health Services and Health Leadership Team, as required

What the role requires:


  • University degree in a related field, such as public policy, public administration or health policy
  • Minimum 5 years' experience in public policy, research or strategic decisionmaking environment
  • Combination of education and experience may be considered
  • Proficiency in MS office productivity software
  • Knowledge and experience in using project management principles
