Contract Full-Time; 18 Months

Salary Range:
$89,469 - $111,834 per annum

Hours of Work:35 hours per week (Rotating after hours on-call schedule)

The Role:


As the direct report to the Supervisor of Water & Wastewater Compliance, you'll play a pivotal role in fostering collaboration among internal and external stakeholders to oversee Peel's wastewater compliance program and support the environmental management system.

Leveraging your expertise in Municipal Water and Wastewater systems, you'll spearhead continual improvement initiatives to enhance drinking water and wastewater programs.

Utilizing your adept communication and organizational skills, you'll coordinate outreach efforts to effectively convey key messaging as needed.


In this role you will:


  • Administer Peel's wastewater compliance program; providing guidance and support to the Water and Wastewater Divisions' Capital Works and Operations on issues such as quality and regulatory compliance, Ministry of the Environment, Conservation and Parks (MECP) Inspections, Reporting, Permits and Approvals.
  • Support the administration, maintenance and coordination of key elements of the Wastewater Integrated Management System (WWIMS), including Operational Manuals, Risk Assessment, Emergency Preparedness and Response, and environmental performance evaluation through Internal and External Audits.
  • Ensuring awareness of current and forthcoming legislation and standards impacting Peel's wastewater operations and providing guidance to key stakeholders (Water, Wastewater, SCADA, Public Health) through the development of communication and outreach programs.
  • Liaise with external agencies including MECP, Environment and Climate Change Canada, Health Canada, Operating Authority (Ontario Clean Water Agency) and Accreditation Body in all matters of Peel's wastewater compliance program and WWIMS.
  • Support continual improvement and coordinating audits and inhouse compliance checks, as applicable.
  • Assist in developing comprehensive compliance strategies to ensure the ongoing compliance with applicable legislation, provide support in the development and implementation of the water and wastewater programs continuous improvement initiatives, including frameworks to monitor compliance, assessment of programs, identifying process deficiencies and opportunities.
  • Review and undertake process adjustments to ensure continual improvement of quality controls including document/record management, administration of compliance data base to ensure data integrity and facilitate adoption of best management practices.
  • Build methods to assist staff in the review, revision and development of Standard Operating Procedures, Protocols and Performance Standards related to the operation of Peel's wastewater systems.
  • Coordinate and facilitate education programs in support of Peel's wastewater compliance program including providing guidance to internal and external clients.
  • Organize and lead compliance program status meetings and performance review workshops, including risk assessment, emergency preparedness, response and management.
  • Maintain Service Level Agreements with client groups, provide direction, guidance and technical support on various water quality and wastewater projects and programs stemming from regulatory and/or program changes.
  • Respond to enquiries and preparing Council reports, technical reports, internal and external communique, summaries, and communication reports.
  • Rotate an after hours oncall duty to respond to regulatory and operational incidents, environmental spills, treatment process events and water quality concerns including root cause sourcing and corrective actions management.

What the role requires:


  • Degree in environmental science or applied science (Bachelor of Science) combined with five (5) years of experience in the municipal water and wastewater industry, development, implementation and maintenance of quality management systems and/or QMS/EMS auditor certification or project/program management experience.
