General Accountability:


  • Implements and manages assigned project(s) from inception to completion, in accordance with scope, budget, schedule, and quality assurance requirements. Plans, designs, procures and oversees resources and delivery. Acts as the TTC's representative.

Key Job Functions:


  • Prepare, coordinate and submit planning, design, and transit operational comments on projects and on long term strategic transit plans.
  • Prepare and present project scope, justification and budget to relevant stakeholders as to obtain project approval.
  • Prepare detailed plans/schedules of implementation activities. Direct the activities of staff and their performance and coordinate with inhouse construction staff from other sections and departments and external contractors.
  • Coordinate the project identification, development, scheduling and justification with the appropriate department responsible for the operation of the facility/equipment and/or system client.
  • Ensure that development and/or projects comply with the TTC's Developers Guide and operating, legal, and construction standards, and does not adversely affect the TTC's subway structures, stations, other facilities, operations or services.
  • Prepare daily or regular reports as required ensuring timely reporting of performance results and/or sensitive issues to the Supervisor or other management as appropriate.
  • Direct the selection of inhouse staff/consultants and their performance in the provision of planning, preliminary design, detailed design and construction review, management, and/or supply of contract administration management services.
  • Initiate project reviews with stakeholders on a regular basis and implement necessary scope, budget and schedule changes. Review and comment on various legal agreements that the TTC enters into with third parties.
  • Review all project schedules to identify conflicts for resources between projects and mitigate and adjust schedules/milestones based on project priorities. Ensure project staff adheres to all corporate and departmental policies and standards.
  • Ensure all requisite documentation required to plan, coordinate and implement project is completed.
  • Prepare and present project updates to senior management, Commission, City and other officials.

    Education and Experience:
  • Completion of a post
  • secondary college diploma or university degree in a related discipline or a combination of education, training and experience deemed to be equivalent combined with extensive related work experience that includes rapid transit planning and transit project assessments

Additional Requirements:


  • Thorough knowledge of the principles, standards, and practices of transportation planning and modelling, and comprehensive knowledge of transit service planning, policy development, and research methods and techniques
  • Working knowledge of the project management methodology
  • Sound knowledge of municipal and regional transit issues, and municipal and provincial political/organizational structures
  • Thorough understanding of the critical relationship between land use and transit
  • Welldeveloped skill and experience in complex analytical and/or transit modelling procedures, and costbenefit analyses, and also quantitative methods and analysis;
  • Ability to man
