The Health Emergency Management Manager, as part of the FNHA emergency management and crisis response functionality, supports operational readiness, response and recovery for FNHA as related to all emergencies and crisis, including the development and establishment of emergency plans as well as procedures, guidelines and processes.
The position represents and speaks on behalf of FNHA at various emergency management forums and maintain enriching relationships with Federal, Provincial, Regional and local authorities.
As a health and wellness organization, the First Nations Health Authority has aligned with the Provincial Public Health Order released on October 14, 2021. We have a mandatory COVID-19 vaccination policy for all employees at First Nations Health Authority. This policy requires all employees to be fully vaccinated against COVID-19. If selected for employment, you will be required to provide proof of vaccination by providing a copy of your BC Vaccination Card Passport with the QR code.
Responsibilities:
- Provides direct emergency management support to the Director, Crisis Response Centre including acting as a central FNHA contact for health emergencies in First Nation communities.
- Collaborates with FNHA officials in responding to emergencies such as catastrophes, natural disasters, pandemics, and crisis situations including supporting the FNHA emergency activities such as mitigation, planning, response and recovery across FNHA and to 203 First Nations within British Columbia.
- Develops and implements strategies to proactively address and mitigate emergency and crisis challenges and risks.
- Maintains situational awareness during freshet and fire seasons, and any other situations with potential impacts on the health of communities; and manage, monitor, control and mitigate sensitive and complex cases related to health and safety risks of FN residents.
- Supports internal and external communications during an emergency. This may include briefing materials, situational awareness reports and debriefs.
- Identifies, coordinates and supports preparedness activities, such as emergency plans, pandemic plans, and mental health emergency response plans to support and increase community resiliency at the local level including conducting tabletop exercises and other practical assessments to verify effectiveness of response structure.
- Provides expertise and insights to best practices to Director in the development of operational plans, tactics, policies, guidelines, directives, standards, etc. related to Health Emergency Management. This includes an organizational emergency response structure (FNHA duty officer system, notification, levels of activation, emergency response coordination teams, and First Nation emergency contacts) and relevant supporting systems and protocols.
- Supports the development of operational plans and tactics in collaboration with FNHA departments and programs, and Regional Offices.
- Collaborates with FNHA senior managers and staff to support emergency response and recovery plans and develop briefing documents, concept notes and business cases to document learning.
- Provides briefings and presentations and supports senior FNHA leadership with timely information on emergency management and in the moment emergency and crisis information, data, and updates.

Qualifications:
EDUCATION
- A University Degree with specialization in Public Health, Health Sciences, Disaster and Emergency Management or other relevant health field or an equivalent combination of education, training and professional experience
- Completion of formal training or qualifications in health emergency management or emergency management is an asset
EXPERIENCE
- Recent and significant experience (usually acquired with a minimum of 5 years) in emergency planning or responding to emergencies.
