The Ministry of Health, Evidence Synthesis Unit is seeking a Research Planning Analyst to lead, conduct and participate in policy research and analysis in support of health strategy development.
As a Research Planning Analyst, you will have the opportunity to address a range of health system issues affecting Ontarians by helping to provide an evidence base for policies and programs.
The Ministry
Ministry of Health is responsible for administering the health care system and providing services to the Ontario public through such programs as health insurance, drug benefits, assistive devices, care for the mentally ill, long-term care, home care services, community and public health, health promotion and disease prevention.
It also regulates hospitals, nursing homes, long-term care homes; operates psychiatric hospitals and medical laboratories; and coordinates emergency health services.
The Unit
The Evidence Synthesis Unit identifies trends and opportunities for improvement from both local and international sources as well as develops health system knowledge by identifying available research and contextualizing it to support strategic priorities.

What can I expect to do in this role?: In this role, you will:
- Conduct and coordinate the research and analysis of health system issues and policies/standards/programs
- Lead knowledge translation/exchange activities by synthesizing research evidence
- Conduct environmental scans, literature reviews, and trends analysis to identify, analyze and synthesize research data
- Plan/lead, assess, and synthesize, quantitative and qualitative health research in support of crosssectoral policy and program development processes
- Provide input into strategic planning for Ministry policy and program activities
- Develop and maintain contacts with key internal/external stakeholder groups to enable consultation and collaboration on research endeavours
- Prepare briefing notes, business cases, advice documents, presentations, literature reviews and other corporate correspondence
How do I qualify?:
Technical Knowledge:
You have:
- Demonstrated knowledge of health care services and trends, and have the ability to acquire knowledge of models of delivery, funding, governance, legislation and issues and concerns faced by health care stakeholders
- Knowledge of qualitative/quantitative research methodologies and techniques
- Ability to assess, utilize and interpret health data from a variety of sources
Project Management Skills:
- You have project management and coordination skills, along with program analysis/evaluation techniques to review projects, manage competing priorities, and provide recommendations on policy and program change
Communication Skills:
You can:
- Prepare research materials, policy papers/options, funding agreements, and correspondence
- Establish effective working relationships with internal and external stakeholder groups
- Represent the Ministry's perspective with external stakeholders to resolve program and policy related issues
Analytical and Problem Solving Skills:
You can:
- Prepare and present research analyses, evidence based decision making results, policy recommendations and briefing materials
- Conduct research, assess information, identify issues, conduct impact analysis, and develop/draft policy options/program frameworks and literature reviews
- Analyze and evaluate research proposals based on established evaluation criteria and make a recommendation on behalf of the Unit for funding
