Summary:
Reporting to the Executive Director, Workforce Analytics, Strategic Recruitment, Transformation and Optimization, the Director, Staffing:

  • Leads delivery of the Staff Scheduling and Timekeeping Service for Providence Health Care (PHC)
  • Oversees the implementation of corporate workforce scheduling policies and procedures and ensures compliance with human resources standards, collective agreement(s) and government and regulatory requirements
  • Provides skilled advice to the Executive Director, People and other PHC leadership teams, particularly Operations and Finance on workforce scheduling practices and staff utilization
  • Develops, in conjunction with the Executive Director, the operating and capital budget for the area, recommends allocation of resources, and prepares business cases to support new and existing initiatives and services
  • Attends meetings and represents PHC on regional and provincial committees related to scheduling and related services.

Qualifications / Skills and Education:

Education, Training and Experience


Completion of a recognized Masters' degree in Health, Business, Information Technology or other relevant field, plus seven (7) to ten (10) years of recent experience that includes significant management/leadership experience within workforce scheduling and staffing, workforce planning and performance; preferably in a unionized work environment or an equivalent combination of education, training and experience.

  • Competence in the interpretation of applicable collective agreements, staffing services and best practices, operations analytics and managing customer expectations.

  • Strong organizational skills; able to prioritize, plan, organize workloads, report and present on business performance, and manage client expectations.

Duties and Responsibilities:

  • Directs the development and implementation of corporate workforce scheduling policies and procedures and ensures compliance with human resources standards, collective agreement(s), and government and regulatory requirements.
  • Leads an innovative approach to the planning, development, implementation of systems and processes to enhance PHC scheduling and time capture activities including the transformation and redesign of PHC Staffing resources; implementation of NPR in alignment to a provincial service to optimize and align local service delivery for PHC agencies, programs, and departments.
  • Acts as a key leader and works with PHC project leaders to develop a comprehensive change management plan to ensure user acceptance of the new scheduling systems and processes; regularly monitoring compliance, and promoting best practices including ensuring the provision of documentation, communication, client satisfaction, and educational needs for agencies, program departments, and sites.
  • Formulates, implements and evaluates customer service-focused goals and objectives for the operational management of the Regional Staff Scheduling and Timekeeping Service that align with the overall strategic direction of PHC. Upholding strong operational partnership to ensure service quality is visible and responsive to workforce volatility and growth, including planning and operationalization of the New St Paul's hospital workforce plan.
  • Analyzes current needs and future requirements of the area and develops recommendations to achieve specific goals and objectives. Works collaboratively with customers and partner departments to develop service level agreements and guidelines and processes
