Position Summary

Reporting to the General Manager of Planning and Infrastructure Services, the Manager of Transportation Services is responsible for managing, directing, coordinating, and supervising the delivery of Transportation Services, vehicle and equipment fleet, and facilities maintenance for Yellowhead County infrastructure.

Transportation services include roadway operations and maintenance including gravel, oiled and paved roadways, environmental protection including creek erosion, slope sloughing and drainage.

Position Responsibilities
Managerial

Plan County activities and work on goals, objectives, policies, and programs in the areas of road maintenance and infrastructure including long term capital plans and annual capital budget;
Perform technical reviews and provide necessary comments on design, drawings and study reports submitted by consulting firms;
Review and provide recommendations on roadway and rehabilitation contracts;
Establish expectations, create professional development plans, provide on-going feedback, mentor and coach direct reports;
Evaluate performance of direct reports and recommend personnel action to the General Manager of Infrastructure in accordance with policy;
Participate in the assessment of current and future needs of the Fleet and Facilities team, exploring cost effective operating efficiencies;
Assist with annual budget process as required;
Conduct construction site inspections to ensure adherence to technical standards, regulatory permits, industry safety standards and traffic accommodation requirements of projects;
Review proposals, plans, and drawings to assess their applicability to problem or project specific situations and seek, as required, expert technical advice to guide modifications/approval decisions;
Stay informed of new developments as they pertain to infrastructure standards, regulations, acts and recommend changes to County standards to the General Manager of Infrastructure;
Plan, develop, and manage short and long-term highway operations and road rehabilitation/improvement plans and programs to the county roadway system for the safety and convenience of the travelling public;
Populate databases with updated and relevant information to support the work of the department, including historical and future information;
Establish and maintain effective working relationships, rapport and provide exceptional customer service to members of the leadership team, employees, both private and public appointed officials and the general public;
Ensure that all injuries, property damage, unsafe work conditions or practices are appropriately reported and corrected;
Complete other duties as assigned by General Manager.

Operational

Develop and monitor long-term strategic initiatives, priorities, goals, work plans, objectives, and budget that impact Yellowhead County's transportation, fleet, and facilities;
Direct and oversee design projects providing oversight on the procurement of consultants for highway design work, setting terms of reference (TOR), overseeing proposal evaluations, recommending contract awards, and ensuring contractual policy and procedures are followed;
Ensure all work is carried out in a safe manner as required by County policy or other legislation and responsible to stop work that is non-compliant;
Responsible for reporting infractions and non-compliance to General Manager;

Ensure compliance with legislation, policies, procedures, and guidelines to support operations, including hazardous materials, customer service, health and safety, financial management, etc.

Develop analytical documentation (e.g., decision notes, cost benefit analysis, business cases, budgets, schedules and reports) through the identification, gathering, verification, analysis and compilation of data;
Develop and manage all project documentation (e.g., project charter, project plan, status reports, approvals, and close-out), to reflect costs, timelines, risks, strategies, project structure, reporting expectations, and approval/management process;
Identify project risks and develop risk mitigation strategies and/or risk controls;
Provide response, within Council policy, to planning/subdivision/development inquiries as they relate to Transportation Services functions;
Provide liaison with government departments and landowners for approvals required undertaking the work for the area of responsibility;
Assist other sections with matters requiring operational input, including planning and development, engineering and transportation;
Responsible for the supervision contractors and consultants as assigned by the General Manager of Infrastructure and Planning Services;
Complete other duties as assigned by General Manager.

Human Resources

Responsible for the hiring, discipline, and dismissal of staff, in consultation with the General Manager;
