    As a key member of the Finance leadership team, the Head of Financial Planning & Analysis (FP&A) - Capital will provide strategic leadership and guidance on all financial activities supporting the organization's 10-year Capital Budget and the 15-year Capital Investment Plan.

    Leading a sizable team, this role will ensure fiscal accountability and regulatory compliance, guiding the further development of financial strategies, processes, and reporting for capital planning and budgeting.


    Key deliverables include the development of multi-year financial plans and budgets, overseeing capital contract administration and auditing to support the overall Capital Investment Plan, as well as providing recommendations on the efficient and effective use of resources for long-term financial sustainability.


    Working in collaboration with business partners and the City of Toronto, this role will also support the integration of business planning, enterprise asset management, and the end-to-end lifecycle management of TTC's capital assets portfolio.

    Additional key accountabilities include supporting the CEO's Office in third-party capital funding advocacy, and supporting transformational programs to ensure best and leading practices are employed.


    The Head, FP&A - Capital will act as a trusted business partner to deliver the highest level of performance, quality, and customer service through relationships with internal and external stakeholders, leading through influence and applying a continuous improvement approach to ensure the successful delivery of all financial programs and initiatives.


    Oversee and direct the development of a multi-year departmental business plan, detailing strategic goals and objectives, ensuring compliance with approved budgets, organizational policies, and the TTC's Corporate Plan.

    Collaborate with senior leadership to ensure key issues, integration points, and interdependencies between business partners' operations, plans and budgets are identified, analyzed and accounted for in all affected Operating and Capital Budgets.

    Oversee the preparation of monthly and/or quarterly financial update presentations for various internal Committees, presenting insights on project health and performance, identifying risk and recommending mitigating strategies to senior leadership and the TTC Board.

    Lead the development, implementation and continuous improvement of policies and procedures to ensure staff are properly reviewing and approving capital expenditures against contracts, defined scope and deliverables, payment schedules and approved funding.

    Provide guidance in the management and administration of capital funding programs and related project financing functions through opportunity identification, assessment, application development, agreement negotiation, and administration of capital funding programs with other levels of government.

    Work in partnership with the CEO's Office to advocate with various levels of government for capital funding for unfunded priorities within the Capital Investment Plan and negotiate funding agreements as needed.

    Oversee the allocation of funding to capital projects based on projected capital program funding available, eligibility of capital expenditures and ongoing multi-year tracking of capital project funding.

    Present subsidy projections, billings, and reporting requirements to senior leadership, the TTC Board, the City of Toronto, governments and other third party funding partners.

    Oversee capital contract administration and related auditing for all capital project contracts and agreements prior to execution; approve all contract payments and releases of holdbacks; review all contract changes for proper authorizations, financial impact assessments and necessary action.

    Significant experience in progressively senior leadership roles in financial planning and management, forecasting and evaluation, policy development, project management, performance management and analysis.

    Extensive financial planning and management experience including: applying the principles of multi-year service based planning, forecasting, budgeting and performance management; capital planning, analysis, budget formulation, evaluation and reporting in a major public or private sector organization.

    Proven ability to apply strategic, analytical and conceptual thinking skills and understand complex operating and policy issues, evaluation frameworks, and the potential results and outcomes of policy actions.


    Progressive experience overseeing major capital projects, ensuring delivery within contractual scope, deliverables, timelines, milestones, and budgets.
    In-depth understanding of interdependencies between operating budgets and capital planning, budgeting, and project delivery.

    Experience with enterprise budgeting/financial systems such as SAP; business intelligence tools for data analytics, modelling and forecasting, including implementation, sustainment and continuous improvement.

    Demonstrated commitment to continuous learning due to the complexity and rapidly changing conditions and issues faced by finance executives.

    Bachelor's degree in Business Administration, Public Administration, Accounting or related discipline combined with extensive experience in a large, diverse corporate environment, preferably a comparable public sector organization OR a combination of education, training and experience deemed equivalent.

    Graduate degree in a related discipline is preferred.
