    System Excellence Division
    System Excellence is responsible for the areas of teaching and leadership excellence and provincial assessment. This includes certification of all teachers, principals and superintendents in the province; developing and implementing professional practice standards; and conducting practice assurance in relation to the teaching profession. System Excellence division also develops, administers, marks and continually improves Alberta's provincial assessments, including the Provincial Achievement Tests (PATs), Diploma Exams (DIPS), Student Learning Assessments (SLAs) and Literacy/Numeracy Assessments.

    Reporting to the Credential Evaluation Supervisor, the Certification Analyst is responsible for developing policies and procedures to ensure that teachers in Alberta schools hold valid teaching authority, as well as supporting the key functions of the Teacher and Leadership Certification Branch and the Ministry of Education. The position will bridge the expertise between the evaluation and certification units, and will research, develop, and deliver initiatives and processes to support the Teacher and Leadership Certification Branch in compliance with department legislation, regulations, and policies to ensure the teacher and teacher leadership certification process is carried out in a fair and equitable manner. The position will be responsible for ensuring branch policies and procedures are created and adhere to the Certification of Teachers and Teacher Leaders Regulation, the Education Act, changing legislation, and professional practice standards of teachers and teacher leaders.

    Responsibilities:
    1. Policy and procedure development and program management
    • Initiate identification of potential process systems and policy/procedural implications resulting from new initiatives or regulatory changes, and how it impacts credentialing processes.
    • Develop branch operational policies and business processes and that they are continuously improved upon, in accordance with legislation, regulations, including future potential changing legislation.
    • Provide policy analysis and recommendations for ensuring standard and consistent application of documentation requirements and policy adherence from a variety of sources.
    • Provide strategic coordination of teacher and leader policies and procedures between the credentialing and evaluation teams, to ensure processes are efficiently and effectively aligned.
    • Provide regular learning opportunities by leading, cross-training and mentoring staff on policies and procedures.
    • Develop and provide reports on program performance measures to ensure continuous improvement.
    • Develop status/summary reports on teacher certification decisions, including inter-provincial comparisons, trends in teacher certification and workforce, and the impact of policy decisions for department senior staff.

    2. Development and Application of Assessment Standards, Principles and Methodologies

    • Interpret and apply principles of Labour Mobility Agreements to Canadian certificated teacher applicants applying to Alberta for certification.
    • Maintain thorough knowledge of certification practices, Education Act, Certification of Teachers and Teacher Leaders Regulation, and Professional Practice Standards for teachers and teacher leaders (i.e., Teaching Quality Standard, Leadership Quality Standard, and Superintendent Leadership Quality Standard).
    • Apply principles for processing applications for teaching authority for teachers that fall under the terms and conditions of agreements between Alberta and other jurisdictions or the Minister of Education and their counterparts (i.e., Memorandum of Understandings, etc.)

    Contribute to the Branch by:
    3. Engage in environmental scanning to help inform the review of applications for teacher certification and the planning and development of policies and programs related to credential evaluation for the purposes of teacher certification.

    • Conduct detailed reviews of new applications from teachers prepared in Alberta, Canadian, the United States and international jurisdictions to determine if applicant qualifies for certification.
    • Identify significant department policy shifts and identify those that may have an impact on teacher certification processes.
    • Clearly communicate to applicants the documents needed to meet the requirements for teacher certification as per regulatory provisions and branch policies and procedures.
    • Work with evaluators to ensure all applicants' and evaluation outcome data is current, correct and updated in the Teacher Workforce Information System (TWINS).
    • Determine the best approach and practice to achieve teacher certification results.

    4. Conduct case management for prospective applicants, and develop and coordinate processes to facilitate completing assessments of credentials for certification.

    • Review and apply project management skills for initial teacher certification applications, re-issuance/extension of interim professional certificate, issuance of letters of authority, temporary letters of authority and permanent professional certificates in a timely manner and identify all necessary documentation required to determine eligibility for teaching authority in alignment with regulatory provisions and branch policies and procedures, researching submitted documents as required.
    • Communicate with applicants regarding outstanding credential requirements to complete and issue teaching authority.
    • Consult with school authorities and applicants when appropriate, and ensure adherence to Freedom of Information and Privacy (FOIP) guidelines and branch policies and procedures.
    • Ensure the re-issuance/extension of the interim professional certificate, issuance of letters of authority, temporary letters of authority and permanent professional certificates as per regulatory provisions and branch policies and procedures comply with policies and processes.
    • Use sound judgment in variable situations related to teacher certification matters.
    • Liaise with other Canadian jurisdictions regarding Statements of Professional Standing to ensure requirements related to Labour Mobility Act are met.

    5. Collaborate with internal and external stakeholders and partners on Certificated Staff Employment Submissions to ensure that teacher certification policies and programs support the department's business goals.

    • Develop relationships and collaborate with internal and external stakeholders, including Field Services Sector, First Nations, Metis, and Inuit Education Division, and AISCA personnel to assist in monitoring teaching authority in private and First Nations schools, and ensuring processes adhere to branch policies and operations.
    • Contribute to the work of the Teacher and Leadership Certification Branch by identifying emergent issues and exceptional situations through researching, seeking out knowledge and applying the best possible solutions for an applicant's file through using branch policy from a variety of resources such as legislation, the Internet, documented business processes, resource library and the knowledge held by branch staff.
    • Analyze and document business processes and policies for work related to the issuing of teaching authority and the assessment of credentials for the purposes of certification as required.
    • Develop recommendations for the design, review and/or revision of processes and how best to effectively communicate with clients on any policy/procedure updates or changes.

    6. Respond to and disseminate branch operation information requests

    • Prepare Action Request responses as required on teacher certification application and evaluation processes within a tight timeline (i.e., support in providing information on minister briefings, information requests, and phone call summaries to members of the public inquiring about teacher certification).
    • Prepare branch policy documents, briefings, direct replies, and reports to communicate effectively with senior department staff and internal and external stakeholders.

    Qualifications

    Minimum Recruitment Standard: University graduation in a related field; no experience required; or equivalent as described below.

    Equivalency: Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education. Assets :
    • In-depth understanding of the role of Alberta Education in the province's education system, including understanding of government and ministry business and operational plans.
    • In-depth knowledge of the post-secondary education systems of North America and of the diverse/complex education systems of the world and the ability to continually enhance that knowledge through continuous learning will ensure processes and procedures are updated and teacher applicants will be notified of the decision in a timely manner.
    • An extensive understanding of the significant role of Teacher and Leadership Certification Branch in ensuring that teachers in Alberta's classrooms hold valid teacher authority.
    • An in-depth knowledge of the Certification of Teachers and Teacher Leaders Regulation, the Education Act, Labour Mobility Act, and branch policies and procedures as they pertain to teacher certification. A thorough knowledge of Alberta Education's business planning cycle and process is required.
    • Excellent communication and interpersonal skills to ensure effective, professional service to applicants for teacher certification, school authorities, post-secondary institutions and other education stakeholders.
    • The ability to work collaboratively with other branch staff as well as with members of other branches in Alberta Education.
    • Exceptional organizational skills and time management skills, in order to prioritize and multi-task to provide timely and accurate service to clients and other stakeholders.
    • Comprehensive knowledge of teacher certification processes and legislation, resolution, and assessment skills.
    • Strategic thinking to apply department regulations, policies and procedures pertaining to teacher certification requirements.
    • Strong analytical and research skills to ensure branch processes and policies adhere to legislation and regulations.
    • Problems and solutions encountered in this position are known and found within a body of knowledge and experience. However, the position is required to apply judgement in some variable situations and has latitude in determining how objectives and priorities relating teacher certification are accomplished.
