Who we are:
Real Property Asset Management (RPAM) provides professional management for all Region of Peel owned and leased properties. This includes real property planning, acquisition, design, construction, maintenance, life cycle renewal, disposal and emergency response.


What you will do in this role:
In this role, you will develop multiyear capital investment plans to support Regional program delivery.

In this work you will conduct annual validations, lifecycle evaluations, investigate issues raised by program staff, and provide specialized building and asset condition assessment services.

As an organizational lead for the Region of Peel's building and site assets, the advisor aligns the organization, its people, and its Strategic Plan with asset management decision-making in the development of Program multiyear capital investment plans, annual asset renewal project plans and budgets submitted for Council approval.


Asset Management:


  • Establish processes for determining asset condition, criticality, and risk assessments
  • Set and prioritize the level of maintenance required
- use of asset condition data for trend analysis to determine state of good repair levels and expected levels of service

  • Support in the development, implementation and communication of effective asset management plans
  • Support in the development and implementation of corporate frameworks for asset management practices including Risk, Levels of Service, Asset Registry, Asset Performance and Reliability, Lifecycle costing, Data Management and Capital Project Prioritization
  • Conduct medium
- and long-term analysis using a Decision Support System (DSS) Tool for modelling asset deterioration, levels of service and to develop the long-term investment profile for the asset base

  • Prepare Life Cycle Evaluations of Regional Assets
  • Present Asset Management Plans and recommendations to senior construction, finance, Corporate Asset Management, and Program directors
  • Undertake Asset Risk Assessments to inform short term and long term Capital Budgets for Program Departments
  • Provide consultative services to Property Managers, Social Housing Providers and Project Managers to investigate ondemand situational conditions of building assets
  • Develop and refine methodology to estimate Construction Replacement Values (CRVs) to assist CAM in determine Facility Condition Indexes
  • Participate in the review of design documents for new construction for technical or professional disciplines
  • Develop Asset Management Plans for the Asset Classes, which sets and prioritizes the level of Maintenance required
  • Provide technical advice and expertise during project design and consultant engagement processes utilizing standard engineering/architectural principles and practices
  • Contribute to vendor evaluation and lessons learned conversations
  • Investigate and identify asset deficiencies and performance issues, assess life safety risk, provide expert advice, and recommend technical solutions
  • Complete analysis including Level of Service to determine facility trigger points and validate need to move forward with remodeling, refurbishment, full renovation, repurposing of a facility or replacement of a facility (building expiration)
  • Assist program partners in the preparation of business cases for nonSOGR (program related) projects

Budget & reporting:


  • Track and monitor capital spend and reconcile against approved budgets
  • Monitor budget requests from various stakeholders and ensure alignment of implementation work with approved funds
  • Provide Finance with program approved 10

Year Capital Plan:
anticipating and forecasting program financial needs

  • Provide 100year capital project expenditure forecasts for State of Good Repair (SOGR) related projects to Corporate Asset Management (CAM)
  • Review and provide comments on technical assessment reports provided by external consultants for quality
  • Prepare comprehensive building condition reports and 1year, 3year and 10year capital investment plans for Program Owners to support program
  • Ensure asset management databases are updated with current building condition and budget information

What the role requires:


  • An engineering degree with working knowledge of building sciences, architectural, structural, mechanical, and electrical systems and equipment
  • Minimum of five years progressive relevant experience in the building information field
  • Designations/certifications in at least one of the following:
  • Professional Engineer (P.Eng), Certified Engineering Technologist (C.E.T.), Licensed Engi
