Resolve complex planning situations through site visits and investigations to increase Edmonton's livability. Use your strong communication skills working with the team and stakeholders in neighbourhoods and business communities.

In this role you will ensure compliance with the Edmonton Zoning Bylaw and Municipal Government Act, as related to planning and land use operations.

  • Provide mentorship and leadership to Development Compliance Planning Technicians
  • Handle sensitive planning issues that occur across the City
  • Conduct site visits and field surveys and collect evidence such as photographs and measurements
  • Conduct investigations to verify and satisfy appropriate legislative and regulatory provisions
  • Respond to and process a high volume of complaints related to land use and development
  • Review and research complex zoning issues, identifying trends and patterns and proposing solutions to mitigate current and future issues
  • Assist with the development and implementation of training programs to support bylaw and policy changes or enhance customer service
  • Prepare inspection findings, and generate inspection reports and communications to be sent to property owners
  • Issue written or verbal warnings for noncompliance through an Municipal Government Act Order, Penalty Ticket, or Violation Warning Notice
  • Prepare court briefs and written reports as required to assist in presenting at appeal hearings and court proceedings
  • Attend Court and Subdivision and Development Appeal Board hearings and provide evidence to support investigations and decisions
  • Provide instructions and education to customers for obtaining Development Permits, and referring citizens to the appropriate departments for additional information
  • Perform other related duties as required

Qualifications:


  • 2 year diploma in planning, enforcement, engineering, architectural technology, landscape architectural technology or related from a recognized institute of technology
  • 5 years of working experience in planning and compliance, including experience with zoning and land use bylaws, planning policy, development permits, and zoning and land use enforcement; knowledge or experience with Edmonton's Zoning Bylaw 12800 is an asset
  • Experience working with regulatory, advisory, and other legislative bodies and documents related to land use planning
  • Knowledge of planning, architectural and landscaping in relation to land use planning and development issues in a municipal context
  • Experience working on residential or commercial sites and the ability to read site plans and building plans are assets
  • Strong verbal and written communication skills including public speaking, report writing, letter composition, and stakeholder and court presentations
  • Experience in reading site plans and interpreting development permit conditions to come to a decision
  • Ability to exercise sound judgment, discretion, professionalism, and diplomacy in dealing with the public
  • Effective conflict resolution and investigative skills to resolve confrontational situations and deal effectively with sensitive issues on a continuous basis
  • Experience or knowledge of statistical techniques, quantitative analysis and research methodology is an asset
  • Ability to effectively work independently and as part of a team
  • Hire is dependent on Police Information Check satisfactory to the City of Edmonton
  • Valid Alberta Class 5 driver's licence (or provincial equivalent, not including GDL).
