Position Summary
Reporting to the Chief Financial Officer/Treasurer, this position is responsible for the management of the tax & assessment business unit.
Responsibilities include interpreting tax and assessment legislation, oversight of the Town's assessment base management practices, recommending and implementing policy, and ensuring that staff and financial systems effectively adhere to legislative requirements and safeguard the Town's financial assets.
Major Job Responsibilities- Leads the development of strategies and analysis related to property tax policy including interpretation of legislation and liaising with other levels of government, as well as overseeing the development of the Town's annual Property Tax By-law.- Oversees scenario and impact analysis in areas such as reassessment impacts, annualized tax levy process, tax ratio impacts and various policy incentives. Prepares annual Tax Levy By-laws and various tax/assessment related reports for Council's approval.
Taxation software, Self Serve customer portal, e-billing, Auto-pay programs, etc.) Responsible for the identification of and legal registration on title of Tax Sale proceedings, inclusive of extension agreements, tendering or auctioning properties for public sale, vesting to Municipality and payment into Court Manages property taxation programs inclusive of residential phase-in, senior/disabled deferral and Pre-Authorized payment to ensure that they are completed in an accurate and timely manner Responsible for the creation, balancing, billing and distribution of revenues for the annual property tax, inclusive of supplementary and omitted assessments and the levying and collection of multi-rated Business Improvement Area districts Ensures that revenue generating processes and all aspects of cash flow, inclusive of pre-authorized programs, daily tax and miscellaneous accounts receivable deposits are streamlined and processed accurately and cash handling controls are adhered to Oversees the Town's Assessment Base Management activities in order to certify adherence to legislative requirements and ensure assessment values remain fair and accurate, thereby preserving the assessment base upon which the Town's tax levy is allocated- Oversees Assessment Review Board appeal activity, whether initiated internally or externally and defend and negotiate when appropriate to protect the Town's revenue base and ensure file integrity Oversee the assessment base management processes inclusive of external relations (Municipal Property Assessment Corporation, etc.) to maximize newly generated revenues through the supplementary function Develop annual programs and procedures to ensure the effective utilization of resources towards reviews focused on the greatest risk, impact or likelihood of a successful outcome Manages talent and financial resources to ensure that they are being used effectively.
Education & Experience- University degree in business, finance, economics or related field- Certified Municipal Tax Professional (CMTP) accreditation and/or a Chartered Professional Accountant (CPA) designation- Minimum five (5) years demonstrated experience in property tax policy, property tax collection and administration, as well as assessment base management- Demonstrated experience working with the Municipal Property Assessment Corporation (MPAC) and the Assessment Review Board (ARB)- Minimum five (5) years experience in municipal finance- Minimum three (3) years experience at a management or supervisory level- 10 years professional experience preferred
