The Manager, Human Resources reports to Director, HR and is responsible to provide Human Resources (HR) professional services to the employees and management team of CCC.

Acts as the primary interface with PIPSC officials, at the Local and Headquarters levels.

In addition, the Manager contributes strategically to the development and implementation of HR programs and practices and monitors these practices to ensure efficiency, effectiveness and alignment with corporate objectives.


Roles and Responsibilities

  • Provides leadership and guidance to management and employees on human resources areas such as labor relations, human resource policies, procedures, staffing and learning and development.
  • Manages the performance of HR staff and ensures operational excellence of services
  • Plans and coordinates the processes relating to collective bargaining to ensure that CCC is well prepared and positioned to commence bargaining. Acts as integral member of the bargaining team, including researching and costing proposals and preparing and/or reviewing drafts of collective agreement language. Ensures that negotiations are properly documented.
  • Coordinates and supports the grievance handling process, ensuring compliance with the established timelines and processes. Works with union and management to resolve grievances at an early stage. Conducts grievance investigations, monitors grievance activity to identify underlying issues, and works to identify resolution for those issues.
  • Contributes to effective union/management relationships.
  • Coordinates the operation of the Labour Management Consultation Committee (LMCC), including development of the agenda on behalf of management, and ensuring discussions are properly documented. Participates on the Labour management Committee and other committees as appropriate.
  • Supports the Director, HR in the annual HR budget/corporate planning process.
  • Contributes to the development and implementation of HR programs, projects and special initiatives.
  • Remains current on emerging Human Resources practices, policies and procedures (especially those of the Public Service and other Crown Corporations) by creating links and fostering relationships with external associations and HR working groups and networks.
  • Provides support, and guidance to CCC's management team in relation to HR practices and leadership practices. Assists management in the resolution of internal conflicts and issues within their team.
  • Provides input and advice to management regarding the performance management process, stays abreast of leading trends in performance management, and ensures that CCC's program remains aligned with best practices.
  • Oversees and contributes to CCC's learning and development program. Recommends improvements and supports employees in their learning and development needs. Oversees the identification of Corporate wide training initiatives for employees and management.
  • Reviews materials for, and participates in the Classification Committee as appropriate to formalize job descriptions and the related CCC classification and level.
  • Monitors on an annual basis the compensation program to ensure equity and consistency with market data. Presents analysis and recommendations for annual salary budgeting.
  • Works with the Director, HR, and managers to assist in designing organization structure, systems or business processes to support their strategic goals.
  • Participates on various corporate initiatives such as working groups and committees as needed.
  • Adheres to the CCC's Policy Suite and related procedures and instructions.

Requirements:


  • Completion of a University degree in Human Resources, Commerce, Business Administration, Industrial Relations or a related discipline or an equivalent combination of education and experience.
  • CHRP designation is an asset.
  • 8 to 10 years related work experience in Human Resources.
  • Demonstrated experience in Labour Relations, HR management, HR Planning, Staffing, Compensation and Benefits,, HR Planning, Training and Development and Health and Safety.
  • Experience in writing (HR) Strategic Plans or in developing Human Resources policies and procedures.
  • Experience in leading a team.
  • Knowledge of CCC business context and objectives is an asset
  • Extensive knowledge of principles and practices of Human Resources.
  • Proficiency in both official languages is imperative (C-BC).
