Reporting to the Supervisor, Real Estate, St.

Lawrence Market Complex, the Property Officer 3 will appraise, negotiate and report on the completion of realty transactions supporting a portfolio at the St.

Lawrence Market.

Inspects St.

Lawrence Market properties to be leased and within tenanted spaces to ensure compliance with leases and Market Complex policies, city of Toronto by-laws and applicable regulations, photographs, measures and calculates area.

Negotiates with property owners, solicitors, real estate agents on sale price/rent within predetermined limits. Assesses market data on similar sales in determining prices/rate. Makes recommendations for approval.

Answers inquiries from solicitors, real estate agents, property owners regarding City-owned properties available for sale or lease and provides information on land use, zoning and other by-laws governing the property.

Locates and appraises property by conducting research in land registry offices, real estate board listings, comparables, etc.


Prepares reports to Committees and Council regarding real estate issues including sale of City-owned properties and the acquisition of lands.


Prepares draft real estate agreements and other legal documents including tenant and stakeholder letters, notices and infractions, request for quotations, advertisements, offers to lease and notices of sale.

Co-ordinates the preparation of real estate documentation, checks for accuracy and maintains tenant files.

Corresponds with CAO's office, City's Agencies, Boards, Commissions and Divisions and stakeholders, respecting various operational matters concerning the St. Lawrence Market Complex Properties.

Corresponds with property owners related to inquiries respecting City owned properties, Initiates court action i.e. notice to vacate, bad debts, and arrears.

Represents the City at tribunals, arbitration and mediation hearings and Assessment Review Board as required.

May be requested to attend and give evidence on behalf of the City and assist the Solicitor in the preparation of the case.

Provides advice and interpretation of various Acts that relate to City real estate matters.

Attends meetings to assist, coordinate and support tenant, stakeholder and community related programs for the complex properties

Prepares financial and statistical data reports to support the Markets leasing and site programs

Communicates with tenants on a regular basis and handles tenant related matters. Provides support for various St Lawrence Market programs such as the St Lawrence Farmers Market, Arts at the Market, Busker Program, Leasing and Site management program


Key Qualifications:


  • Postsecondary education in Real Estate, Planning, Business, Economics or a relevant field and/or an equivalent combination of education and experience.
  • Considerable experience in property management including handling tenant relationships and site coordination.
  • Experience preparing technical letters, notices, and the development of policy and procedure o support implementation of business processes.
  • Experience in negotiating the sale, acquisition, rental or lease of commercial real estate and/or revenue generating transactions including but not limited to licenses, partnership arrangements, revenue sharing opportunities, advertising, Joint Ventures, Public Private Partnerships, etc. or equivalent

You must also have:


  • Proficiency using computers and a variety of software packages such as Microsoft Office Suite(i.e. Microsoft Word, Excel, and PowerPoint).
  • Working knowledge and understanding of land and real estate development, land use planning and business planning issues, including technical, policy and intergovernmental aspects.
  • Thorough knowledge of municipal real estate practices and principles of property valuation.
  • Thorough knowledge of the Municipal Act and Bylaws affecting municipal real estate.
  • Ability to communicate effectively, both orally and in writing, at a professional level with senior management, consultants, staff from across the organization, including elected officials and the public.
  • Ability to meet deadlines and manage several ongoing projects.
  • Ability to deal tactfully with tenants, community members, consultants, elected and appointed officials, including conflict resolution and negotiation skills.
