The Ministry of Children and Family Development (MCFD) has embarked on a path of transformational change that will make a difference to the lives of Indigenous and non-Indigenous children, youth, young adults, and families throughout British Columbia.

As part of this commitment, work is progressing on the development and implementation of a number of transformation initiatives including the Children and Youth with Support Needs (CYSN) Service Framework and the Specialized Homes and Support Services (SHSS) redesign.


The Contract Finance Officer role is an opportunity to contribute as a member of a newly formed team to support future demands in outcome-based monitoring and oversight of contracted services in CYSN and SHSS.

While this team is currently based with the Financial Corporate Services Division (FCSD) of MCFD, they will be partnering with the Service Delivery Division (SDD) to manage activities within the contract management lifecycle for outcome-based contracts.


The Finance Officer provides expertise and recommendations regarding, contract management, and financial and administrative matters, and supports the delivery of services to children, youth and families, budget management, and accountability responsibilities.

This position supports evidence based funding through value for money analysis of contracted services and related internal operations.

The Finance Officer provides guidance, assistance and support to programs and staff involved in procurement and contracting; and monitors, analyzes and evaluates contracts and services, internal practices, systems, and procedures.

Responsibilities also include conducting analytical, research and development work related to the provision of contracted services.


Job Requirements:


Education/Experience:


  • Professional Accounting Designation (CPA, CPA-CA, CPA-CGA or CPA-CMA) is required accompanied with a University Degree in business administration, economics, commerce or another relevant discipline. For the degree, an equivalent combination of education and experience may be considered.
  • At least three (3) years or more of accumulated related financial experience in the following:
  • Experience in financial or value for money auditing.
  • Experience in contract, procurement and risk management.
  • Experience in leading financial control reviews and/or developing and implementing financial processes
  • Experience working directly with contracted service providers to provide support and resolve issues
  • Experience with Public Sector Accounting Standards (PSAS)
  • Experience working with and/or leading engagement with First Nations organizations.
  • Experience in providing expert professional advice, information and/or support to senior management on financial management issues.
  • Experience in prioritizing and leading projects and tasks in a dynamic environment with constantly changing priorities and evolving issues.

About this Position:

Four (4) Positions available.
This position can be based out of any of the community locations listed above.

This position is eligible to work remotely within British Columbia up to four days per week, as per the Telework Agreement, with a minimum requirement of one day per week in a designated Ministry of Children & Family Development office.

An eligibility list may be established to fill future temporary and permanent vacancies.
