AE has approximately 70 employees and has oversight responsibility over the ten universities and the Nova Scotia Community College (NSCC) and regulates over 40 private career colleges and ten language schools.

The Department is also responsible for administering the Canada Student Loan Program and the Nova Scotia Student Assistance Program, which provide financial assistance to students to enable them to obtain a post-secondary education.


The Programs and Accountability Branch of AE oversees post-secondary programming (academic and non-academic) and funding related to Nova Scotia's ten universities and the Nova Scotia Community College.

As the Program Manager, you will be accountable for leading the development of programs and ensuring accountability for advanced education through the following main areas of emphasis:

  • Development of programming with post-secondary education institutions and other relevant stakeholders to focus and deliver on key priorities for government
  • such as meeting labour market demands, particularly in heath professions, population growth, post-secondary student affordability, recruitment into and retention during post-secondary studies of students, and student health and well-being.
  • Ensuring accountability for grant funding to postsecondary education stakeholders, including compliance with bilateral agreement terms and conditions, holding institutions and organizations responsible for delivering on the outcomes of funded programs, and collection and analysis of data and information to support evidencebased decision making.
  • Developing, maintaining, and leveraging critical key stakeholder relationships and partnerships with the NSCC, universities, private career colleges, other external partners, and across government, to ensure resources are aligned and integrated in the system to meet government priorities, labour market demands, and student needs.
Two positions will be hired under this competition. Managers will be assigned various portfolios to advance in collaboration with key stakeholders. Examples include health programming, sexual violence prevention on campuses, and dual credentials. These portfolios will evolve to align with government priorities.


Primary Accountabilities:


  • Develop and deliver timely, relevant, strategic plans for postsecondary programs and policies in support of government priorities.
  • Plan, develop, promote, evaluate, and monitor current and new initiatives for postsecondary academic and nonacademic programs supported by policy research and data analysis.
  • Liaise with both internal and external stakeholders, including regular interaction and collaboration with other provincial departments and postsecondary institutions.
  • Ensure compliance with the terms and conditions of bilateral agreements and assess performance against planned outcomes.
  • Assess and communicate labour market trends in various sectors to inform program and policy development.
  • Address student health and wellbeing to help ensure students can successfully complete their postsecondary studies.
  • Oversee staff responsible for a range of portfolios, both academic and nonacademic.
  • Represent the province of Nova Scotia on various committees and working groups.
  • Identify, develop, and enhance diverse community partnerships and relationships.
  • Conduct needs analysis, and lead and/or respond to complex issues identified by post
- secondary students and partners.

  • Complete federal and provincial reporting requirements.
  • Deliver internal briefings for senior management when required.

Qualifications and Experience:


This position requires a minimum of 5 years of progressive experience and a bachelor's or master's degree in a relevant field (such as public administration, commerce, etc.), with several years of managerial experience, including experience leading a team.
