Role Description:


The Alcohol and Gaming Commission of Ontario (AGCO) is a dynamic, innovative regulatory agency responsible for delivering comprehensive regulatory oversight of Ontario's alcohol, cannabis, gaming and horse racing industries.

The Operational Planning, Priorities and Performance Branch (OPB) has been created with one overriding purpose - to ensure that the Operations Division is identifying, diagnosing, and successfully addressing our most pressing operational priorities across all lines of business on an ongoing basis.

This will be done by building and operationalizing a dedicated operational planning, priorities and performance team. The Operational Performance team will have the mandate of driving the Operations Division's efforts to achieve performance goals.


The Operational Performance Analyst's primary function is to put their expertise to work in the implementation of continuous improvement initiatives.

The Operational Performance Analyst will analyze complex data sets, identify shortcomings or opportunities in performance, and work with stakeholders to implement changes and solutions.

The Analyst supports branch report and analysis requests and helps prevent expected operational risks.

  • Analyze and critically evaluate the gathered information to recognize and identify indicators of regulatory concern in the data.
  • Draw conclusions from analysis and develop solutions for implementation.
  • Conduct trend analysis and provide projections of impact on the Division's operations.
  • Proposes key performance indicators for the Division to align with corporate performance indicators and advise on regulatory matters from an analytical standpoint.
  • Maintain a critical approach to the performance of new solutions to measure effectiveness.
  • Work independently and/or collaboratively with others to develop a vision of the product and to gather business and data requirements for reporting.
  • Develop/implement data visualizations and dashboards to communicate & support operational outcomes.
  • Identify and define metrics/indicators to measure performance outcomes.
  • Provide advisory support to diverse stakeholders using results from operational performance assessment activities and translate technical materials to a nontechnical audience.
  • Provide analytical and data support to the Branch and Operations Division.
  • Expertlevel working knowledge of data reporting in a regulatory environment obtained through a combination of education and/or work experience.
  • Superior knowledge of Microsoft Office suite, strong computer literacy, and continual personal development in new software solutions.
  • Introductory knowledge of performance measurement and evaluation techniques and methodologies.
  • Introductory knowledge of data governance and working with complex datasets, data visualization, and analytics to create dashboards and scorecards.
  • Knowledge of Acts, Regulations, and policies as they pertain to licenses, registrations, permits and authorizations.
  • Broad range of analytics and statistical capabilities.
  • Excellent written and verbal communication to present and discuss technical information as well as prepare analysis reports.
  • Excellent organizational skills with the ability to prioritize work to meet timesensitive deadlines.
  • Strong interpersonal and engagement skills to develop and manage relationships with external and internal stakeholders.
