Summary:


Within the context of a client and family centered model of care and, in accordance with the Mission, Vision and Values, and strategic directions of Providence Health Care, the person promotes a safe, respectful, and civil working environment for patients, residents, families, visitors and staff.


Medical Affairs is the branch of Providence Health Care (PHC) responsible for the management and oversight of the relationship between PHC and all medical staff (physicians, nurse practitioners, midwives and dentists), who are primarily independent contractors.

Medical Affairs engages with, and secures the services of, medical staff to ensure their delivery of client and family centered medical care, while also facilitating enhanced collaboration between medical staff and those health care professionals employed by PHC.


Reporting to the Executive Director, Medical Affairs & Medical Staff Services (Executive Director Medical Affairs), the Manager, Medical Staff Contracts & Negotiations directs the oversight of contracts for clinical services and ensures required Ministry of Health (Ministry) reporting on contract implementation and utilization is completed.

The position provides advice to the Executive Director Medical Affairs, senior leadership and Ministry partners on the compensation models necessary to sustain clinical service delivery and drafts briefing notes in support of obtaining funding or authorization to implement new contracts or expand existing contracted clinical services.


The Manager, Medical Staff Contracts & Negotiations assists the Executive Director Medical Affairs in contract negotiations and may lead contract negotiations for clinical and medical leadership contracts.

The position also drafts the resulting negotiated agreements for clinical services and medical leadership in alignment with provincial standards.


In performing their functions, the Manager, Medical Staff Contracts & Negotiations, will oversee a team of business analysts who will provide operational support to the position.

The position has ongoing internal contact with staff and medical staff at all levels of the organization, including, senior leadership, program directors, physician program directors, Department and Division heads and medical staff from all departments and divisions represented at PHC.

Contact involves influencing and persuasion regarding strategic directions and tactical decisions concerning compensation for clinical service delivery and medical leadership positions.

The position is also external facing, involving contact with Ministry officials and representatives from the Health Employers Association of BC to gain support for medical staff compensation and funding strategies.

Key partnerships are with PHC's Senior Medical Directors, Department and Division Heads, the Ministry, and other members of the Medical Affairs team.


Qualifications / Skills and Education:
Education, Training and Experience


A level of education, training and experience equivalent to a Master's degree in business administration, health service administration or a related field with a minimum of seven (7) years recent related experience, including contract negotiation and drafting, within a complex public or private sector environment.

General knowledge of the prevailing physician compensation models, including familiarity with the Physician Master Agreement (PMA) and available funding sources for physician services, as well as experience working in organizations where government reporting and accountability was customary are assets.

Skills and Abilities

  • Demonstrated ability in drafting contracts and in overseeing, monitoring and reporting on their implementation.
  • Demonstrated ability in negotiating contracts including developing negotiation plans, preferably within the public sector environment.
  • Established confidence and professionalism in presenting, making recommendations and taking positions in opposition to authority figures.
  • Superior verbal and written communication skills with expertise in translating complex issues and presenting the information in concise meaningful ways, to effectively persuade others.
  • Ability to create a shared vision and commitment to that vision by employing consensus building strategies.
  • Demonstrated analytical problemsolving skills, and experience assessing complex information and situations, determining the impact and developing strategic, progressive, creative and innovative solutions with a focus on improving the sustainability and cost effectiveness of contracted services.
