Under the general supervision of the RPU Shift Leader, the RPU Operator has one of the highest levels of access to Winnipeg Police Service Record Management System (RMS) and is responsible to review varying police reports, to ensure consistency and check for quality, content, and potential disclosure issues.

RPU Operators also process reports received online from citizens /external agencies accurately data entering information into RMS.

The incumbent communicates daily with internal and external stakeholders by responding to telephone calls from police personnel to create arrest and non-arrest incident reports and with members of the public reporting a stolen vehicle.

To assist with the compilation of statistics reported nationally, the RPU Operator collects and maintains relevant data in RMS for uniform crime reporting (UCR)


As a RPU Operator
you will:

  • Review varying police reports in the record management system (RMS) to ensure consistency and check for quality, content, and potential disclosure issues
  • Respond to telephone calls from internal police personnel and create arrest and nonarrest incident reports
  • Collect and maintain relevant data in RMS for statistical purposes on uniform crime reporting (UCR)
  • Respond to telephone calls from the public reporting a stolen vehicle
  • Process reports received online from citizens /external agencies and data enter into RMS

Your education and qualifications include:


  • Grade 12 diploma; G.E.D. Certificate; or equivalent
  • 12 months Winnipeg Police Service experience is considered an asset
  • Demonstrated ability to keyboard accurately, 40 wpm
  • Good working knowledge of RMS Niche, CPIC, DVL, CAD
  • Working knowledge of the Winnipeg Police Service administrative structure and operational procedures and policies
  • Knowledge and understanding of the different release forms (e.g. Undertaking, Appearance Notice, Summons), and related court documents
  • Thorough knowledge of court unit processes in relation to report requirements
  • Detailed knowledge of Uniform Crime Reporting statistics in accordance with CCJS standards
  • Demonstrated comprehensive knowledge of the Youth Justice System, the Criminal Justice System, and the Criminal Code of Canada, ability to interpret same including arrest and report process
  • Ability to work independently with minimum supervision
  • Good critical thinking ability to problemsolve

  • Ability to analyze information, eye for detail and accuracy
  • Good organizational skills, ability to multitask and prioritize work
  • Ability to develop and maintain accurate electronic records

Minimum requirements:


  • Canadian Citizen or Permanent Resident
  • Minimum 18 years of age
  • No involvement in any criminal activity within the last two years (including illegal drugs)
  • No criminal record for which a Pardon has not been granted

Conditions of Employment:


  • Ability to pass a level 3 Winnipeg Police Service security check and maintain clearance
  • Must be able to work 10hour shifts including days, evenings and nights including weekends and holidays
  • Ability to successfully complete additional training as defined by the Service
  • Prior to commencement of employment, the successful applicant will be required to provide proof of COVID19 vaccination by providing a Government of Manitoba issued QR code and photo identification or providing proof of an exemption from the COVID19 vaccination approved by the Government of Manitoba.
