**POSITION


RESPONSIBILITIES:

The duties for this position may involve but are not limited to:

  • Lead and manage operational, business transformational, and process improvement projects in all stages of the project lifecycle to support the organization.
  • Lead and manage the development of detailed scoped requirements, resource management, planning and scheduling, monitoring and reporting progress, managing and mitigating issues and risks.
  • Lead and manage crossfunctional project teams to understand potential impact on the organization, align project work, and executive work activities accordingly.
  • Develop, manage and report on detailed project plans of varying levels of complexity that impact major business transformations.
  • Provide leadership in the evaluation, selection, and recommendation of technical solutions and professional services; manages vendors and contractors in the overall solution delivery process.
  • Identify and develops cross functional initiatives to align projects that overlap across the organization.
  • Provide leadership to senior leaders, clients and various stakeholders around competing and conflicting goals, objectives and priorities.
  • Adhere to the principles of the Project Management Institute (PMI) and PMI's Code of Ethics and Professional Conduct to develop and organize project protocols, procedures, relationships, and performance objectives to promote and achieve project targets.
  • Promote standardization in areas relating to project administration, documentation, and progress tracking.
  • Prepare and execute internal communication strategies to inform and prepare YRP members of upcoming changes, gain buyin, recruit project champions and team members and provide updates through the project lifecycle.
  • Conduct research on issues, trends and best practices for organizational initiatives.
  • Develop recommendations, reports and presentations for senior management to establish opportunities for implementation.
  • Participate in internal and external committees as well as special project teams as required.
  • Conduct ongoing bestpractices/benchmarking on various operational topics while remaining current with technologies and methodologies in Policing, Project Management and for business units.
  • Assist in coordinating development of project evaluations that include establishment of project objectives, desired outcomes, key performance measures or other success indicators.
  • Train users on how to use various software, tools and resources relating to project tools, organizational practices.
  • Prepare reports to meet departmental requirements including preparation of RFI's, RFP's, Solution Analysis, Solution Design, etc.
  • Organize and attend stakeholder needs/requirements analysis meetings and ensure appropriate documentation.

MANDATORY QUALIFICATIONS:


  • Successful completion of a four (4) year University Degree in Social Science, Public Administration, Criminology, or Business Administration, Computer Sciences, or Urban and Regional Planning; or the equivalent training and experience.
  • Minimum of four (4) years of previous experience in police/ public sector environment working with various stakeholders and direct project management with exposure to managing multiple projects simultaneously required. Project Management Professional (CAPMP or PMP) certification or Change Management Certificate from a recognized body is required.

QUALIFICATIONS:


  • Business Analyst Certification or Process Improvement certification preferred.
  • Demonstrated strong project management skills and knowledge of project management principles, standards, tools and best practices.
  • Significant time management skills.
  • Experience gathering and analyzing user business requirements.
  • Excellent communication and writing/documentation skills.
  • Experience with change management and communicating change.
  • Excellent computer skills, including Microsoft Project, Excel and experience with graphic software.
  • Problem solving abilities to analyze and identify and assess project risks, research and identify corrective actions/solutions to problems and/or risks.
  • Ability to work collaboratively with other units and stakeholders.
  • Well versed with collaboration tools.
  • Excellent presentation and training skills with the ability to communicate to both technical and nontechnical audiences.
  • Knowledge of police operations, structure, legislation, policies and collective agreements.
