Job Number:49618**Reporting to the Director, Business Integration, the Supervisor, Fuel and Operations Technology assumes responsibility for the management of three key business facets: the City's fuelling program, Fleet's core technology systems, and the Buildings and Maintenance team, which oversees 36 garages and 13 Fuel Sites, catering to all maintenance needs. As the Supervisor, you will lead Branch planning as it relates to technology, manage relationships with fueling vendors, improve technology-related business processes, and ensure alignment with our corporate partners. Doing this well will enable the City of Edmonton to meet its financial, performance and environmental goals.

  • Lead fuel management operations to ensure compliance with regulatory, safety, security and quality standards. This oversight is achieved through a combination of regular contact with onsite operational staff, routine system reporting and order fulfilment
  • Ensure 100% fuel availability 365 days of the year with a budget of over $40M annually; monitor over 80 deliveries a month to 13 fuel sites spread across the municipality
  • Manage and negotiate contracts in accordance with the established contract management guidelines for fuel, fluids, lubricants and associated support services including preparation of service level agreements, technical evaluations and requisitions
  • Monitor and analyze fuel orders and process to optimize scheduling and cost objectives
  • Branch level representative for the testing and implementation of new or upgraded hardware/software in alignment with Open City and Technology partners. This includes negotiating timelines, communication plans, identifying training and execution plans to ensure mínimal impacts to operations
  • Lead the maintenance operations at 36 Fleet Services shops and 13 fuel site locations
  • Responsibility of approving of all preventative maintenance, regular maintenance and all tool purchases at these facilities utilizing budgets from across the Branch
  • Represent the Branch in corporate initiatives such as Enterprise Commons to facilitate business process improvements and change management exercises
  • Manage the coordination of the fuel system setup including software certification, fleet system configuration, and tank monitoring configuration in consultation with the vendor and stakeholders
  • Lead, establish and exemplify the Branch's commitment to a safe, inclusive and respectful workplace throughout the related employee engagement work group
  • Establish and monitor employee performance plans; set and support learning goals and growth opportunities
  • Manage issues related to pay administration resolving exception time issues, approves OT, vacation time, ensuring corrective measures are implemented as required, staff performance, disability management, return to work plans and attendance management
  • Communicate and address, where applicable, the three (3) basic rights in the OH&S Act, Code and Regulations; understand, communicate and adhere to the eight (8) elements of the City of Edmonton Safety Management System
  • Responsible for monthly budget and forecast reports related to fuel and clean energy
  • Conduct cost and impact analysis to support decision making regarding the purchase/implementation of new technology and system upgrades impacting the Branch and fuel operations
  • Monitor and lead audits of fueling transactions to ensure accuracy and appropriateness
  • Determine budget requirements, monitors and manages costs and escalates issues to the Director as required
Provides quality assurance and control over all activities including fuel monitoring, Branch technology and operational data integrity and system interface


Qualifications:


  • University degree in Supply Chain Management, Information Technology, Business Administration, Engineering or a related field
  • Related certificate program in leadership or management from an approved postsecondary education institute would be preferred
  • 7 years of progressively responsible professional experience in leadership, as well as supply project/contract management or technology support
  • Knowledge of regulations and working practices pertaining to petroleum products is an asset
  • Proficient level of experience relating to all aspects of financial and contract management
  • Proven track record of leading teams with a commitment to inclusive leadership practices
  • Demonstrated ability to meet the City's standards for maintaining a positive workplace culture
  • Excellent critical thinking skills and a strategic perspective with an ability to plan for the integration of new technology
