General Accountability

Key Accountabilities


Collective Agreement and Grievance Administration- Ensures the effective administration and interpretation of the collective bargaining agreement (CBA).- Advises and educates management on the interpretation and administration of the CBA and labour relations policies and practices.- Resolves interpretation issues with the union, negotiating new outcomes where appropriate.- Oversees the grievance process by ensuring resolution where possible, assisting management in preparation of arguments and understanding of their role(s) and providing labour relations expertise.- Recommends action on all unresolved grievances to achieve satisfactory settlements or submission to arbitration as necessary.- Represents the employer's interests at arbitration, human rights, labour board or other hearings.


Program/Policy Development and Management- Oversees the design, development, implementation, evaluation and delivery of programs, policies and procedures related to effective labour relations and performance management.- Ensures the effective administration of corporate harassment policies, including resolution of any complaints received.- Ensures legal and corporate consistency is achieved in all programs, policies and processes within the scope of the role.- Represents the corporation in joint union/management committees.- Networks with other HR departments and external partners to maintain current information on labour relations best practices and developments.


Collective Bargaining and Letters of Understanding Negotiation- Chairs the management negotiation team.- Manages, organizes and coordinates the negotiation process in keeping with a long-term strategy for effective development of a collective agreement.- Negotiates collective agreement language, related provisions and letters of understanding on behalf of management.- Develops documents and board items required to obtain bargaining mandates and settlement approvals from the SGI Board, Crown Investment Corporation, Personnel Policy Secretariat and the Cabinet Sub-Committee on Public Sector Bargaining.


Performance Management, Discipline & Workforce Transitions- Collaborates with management and the union in order to resolve problems, mediate labour disputes and solve labour relations and performance management issues.- Provides leadership, coaching and support to management on large or complex workforce transitions.- Advises and assists management and employees on complex employee relations-related issues.- Oversees the development and facilitation of management information sessions and workshops on topics related to labour relations and/or performance management.- Collaboratively with Senior Director resolves complex out-of-scope employment matters to a peaceful conclusion.- Collaboratively with Senior Director, leads external legal matters and legislative processes (e.g., Human Rights) on behalf of the organization.


Reporting- Designs, develops and oversees the maintenance of departmental metrics and related reporting.- Oversees the analysis and interpretation of data, identifies opportunities for improvements and changes and uses data to drive decision making.- Creates, coordinates and/or reviews reporting for Finance, management committee, the Crown Investments Corporation (CIC), the Minister's office and/or other related departments and agencies as required.


People Leadership- Builds a high performing workforce by actively leading human resource activities.- Ensures development of divisional succession plans.- Builds a culture of leadership and accountability to effectively deliver on strategic and corporate strategies, ensuring integration with employee performance development and career development plans.- Drives performance through team members and is committed to leadership development across the company, supporting employees and workforce readiness through mentoring, training and developmental opportunities.


Corporate Management- Ensures programs and policies align with corporate, strategic and divisional strategies.- Manages risk in area of authority.- Prepares, reviews, manages and/or approves departmental/divisional budgets.- Prepares decision requests, decision and/or information items and/or SGI board items.- Makes decisions for departmental operations that are efficient, effective and in alignment with strategic direction and priorities.
