Manager, Technical Support (Quality)
This position is located at the Regional Headquarters in Whitby.


Reporting to the Director of Environmental Services, the Manager, Technical Support (Quality) will provide leadership, direction, and advice regarding services delivered by the division, adopt new approaches and empower decision making, while providing overall advice, guidance, solutions, strategic and operational direction in the delivery of the group's services, primarily in the areas of hydrology & hydrogeology, maintenance support, sampling & regulatory reporting, source water protection, by-law enforcement and the regional environmental laboratory.


The incumbent will:

  • Ensure efficient and effective operation of the York-Durham Regional Environmental Laboratory which is jointly owned by the Region of Durham and the Region of York
  • Develop and implement processes and procedures to provide quality analytical testing results which meet the current and future needs of clients
  • Develop policies and programs for the sound management and protection of groundwater resources
  • Develop scope of work and manage consultants and well contractors in the search of new water sources and the management of existing water sources
  • Produce annual Drinking Water Quality reports and maintain a sampling program
  • Provide direction on water and wastewater related issues to the supervisors and staff of Plant Operations and Maintenance Operations
  • Initiate, develop and run programs such as the Backflow Prevention, Lead Service Connection Replacement programs, etc.
  • Be responsible for the implementation and compliance with Source Water Protection Plans under the Clean Water Act
  • Respond to spills on regional roads or spills that would impact regional infrastructure, work with MECP including other regulatory bodies and the company responsible for the spill to ensure site cleanup and remediation is satisfactorily completed
  • Enforce the Region's Sewer Use By-Law
  • Participate in the four Source Water Protection Committee Working Groups to protect drinking water sources and the interests of the Region and its residents
  • Represent the Region on the OPG Pickering Nuclear Community Advisory Committee and participate in Durham Nuclear Health Committee meetings

The successful applicant will possess:

  • A 3year Civil Engineering, Environmental or equivalent Technology diploma
  • A Water/Wastewater Operator or Water Quality Analyst licence
  • Certification from the Ontario Association of Certified Engineering Technicians and Technologists (C.E.T.)
  • Extensive workrelated experience in a supervisory environment and in the water and wastewater industry
  • Extensive knowledge of water and wastewater treatment and conveyance
  • Extensive knowledge of applicable Provincial and Federal acts and regulations including Safe Drinking Water Act, Ontario Water Resources Act, Clean Water Act, Environmental Protection Act and federal Wastewater Systems Effluent Regulation
  • Experience working with Microsoft Office software (Word, Excel, PowerPoint, Outlook, Teams)
  • Excellent verbal and written communication, managerial, problem solving, analytical, mediation, negotiation, conflict resolution, project management and organizational skills
  • A valid Ontario Class G Driver's Licence and the use of a reliable vehicle


The MECP Risk Management Official/Inspector and Property Entry Certifications, as required by the Clean Water Act, must be obtained at the first available opportunity and subsequently maintained.
